SaskEnergy is seeking a qualified and motivated individual to join our team. The Policy Specialist provides research and policy analysis in support of policy and service reviews within the Corporation. This includes facilitating discussions internally with subject matter experts, conducting jurisdictional comparisons of utility best practices, identifying options based on best practices and regulatory principles, and assisting with the implementation of the new and/or revised policies.
Position Details
- Non-union. This position is permanent full time.
Key Accountabilities
- Lead the policy analysis process for internal reviews within the Corporation, including facilitating the option identification and implementation process in conjunction with subject matter experts and conducting research (e.g., jurisdictional research, historical data, regulatory principles, etc.) to develop potential options.
- Co-ordinate stakeholder engagement activities related to policy and services, working with the senior leaders and subject matter experts to develop strategies and tactics for consultation with stakeholders prior to and during external stakeholder meetings such as Customer Dialogue.
- Lead the development of briefing and response materials for corporate representatives involved in consultation and oversee the development of strategic communications materials required during the various consultation stages for both internal and external audiences (e.g., surveys, online voting, etc.).
- Review presentations prior to customer distribution to ensure that messaging is consistent with corporate strategic direction, and that any policy and/or service impacts have been analyzed and incorporated into the policy and service database.
- Develop and deliver briefing material for senior leaders within SaskEnergy as well as external stakeholders (e.g., Cabinet decision items, reports for Executive, briefing notes)
- Work with key internal stakeholders (e.g., Legal, TransGas Customer Services) to administer the TransGas Tariff, ensuring it is up to date and aligns with policy additions and improvements.
- Facilitate customer dialogue activities, including materials preparation and customer outreach and communication.
- Other related duties as assigned.
Knowledge/Skills/Abilities
- Degree in History, Political Science, English, or Journalism. Other degrees may also be considered.
- Eight (8) years of related experience.
- Graduate level education in a relevant area (e.g., MA, MPA, etc.) would be considered an asset.
- Strong facilitation, analytical and problem-solving skills.
- Ability to work collaboratively using excellent communication skills with a wide range of stakeholders.
- Ability to work on a team while building and maintaining effective relationships.
- Must have a continuing record of professional development and continuous learning.
A suitable combination of relevant education and experience may also be considered.
Additional Information
- Travel, including overnight stays away from bid headquarters may be required on occasion.
- A valid Class 5 driver’s license is required.
