We are seeking a Program Director to join our NEW Gulf Coast Work Force Solutions Program serving clients in Katy, TX
The Program Director plays a key role in overseeing the day-to-day operations of the behavioral health program supporting career services, responsible for program implementation and evaluation. Reporting to the Senior Executive Director, this position plays a key role in ensuring program quality, effectiveness, and impact. This role may manage a caseload of their own. The Program Director is a licensed clinical social worker who will run day-to-day operations, ensure clinical and operational fidelity (LCSW brief treatment; BHA navigation/psychoeducation). They will meet regularly with the career services staff to ensure consistency between the departments and ensuring that the behavioral health staff work in unison with all departments.
General Duties And Responsibilities Include:
- Leading staffing, scheduling, coverage, and workflows across community/mobile/virtual settings; run weekly huddles and case reviews.
- Ensuring timely access: initial LCSW engagement within 28 days of enrollment; availability of up to three brief CBT/BSFT sessions per model.
- Ensuring BHAs deliver motivational interviewing, psychoeducation, closed-loop referrals, and barrier resolution for adults and TAY.
- Representing the program with workforce boards, funders, community partners, and employers, present outcomes and growth milestones.
Program Management and Quality Assurance duties:
- Implement strategic plan activities as directed by Divisional leadership aligning with the organization’s mission and goals.
- Oversee the day-to-day operations of, ensuring efficient delivery of services and adherence to budgetary constraints.
- Implement and provide feedback on policies and procedures related to program operations, staff management, and service delivery, ensuring consistency, clarity, and alignment with organizational values and objectives.
- Ensure that programs adhere to best practices, regulatory standards, evidence-based standards of care and Merakey policies and procedures.
Staff Leadership And Development:
- Lead and supervise a team of professionals providing guidance, support, and professional development opportunities.
- Oversee staff performance management processes, including regular evaluations, goal setting, and professional development planning and mentoring, ensuring alignment with organizational objectives and values.
- Implement disciplinary actions when necessary, following established protocols and ensuring fairness and consistency following organizational policies and applicable laws.
- Lead recruitment and hiring processes for program staff, including job posting, candidate screening, interviewing, and selection, while ensuring diversity, equity, and inclusion principles are upheld.
- Manage timecards and attendance records for staff, ensuring accuracy and compliance with organizational policies and procedures.
- Coordinate scheduling and staffing needs to ensure adequate coverage for program activities and services.
Financial Management:
- Take responsibility for the profit and loss (P&L) of the assigned programs.
- Informs and participates in annual budget development in collaboration with senior leadership.
- Manages approved program budgets monitoring financial performance and implementing corrective actions as needed to achieve financial sustainability.
Partnership Development And Stakeholder Engagement:
- Develop and implement marketing strategies to promote program services and increase community awareness.
- Coordinate with communications staff to develop promotional materials, press releases, and online content to highlight program achievements and impact.
- Perform other duties as assigned.
Earn $110,000 Annually.

QualificationsThe ideal candidate will possess the following qualifications:
Required
- Active Texas LCSW in good standing (Texas State Board of Social Worker Examiners/BHEC).
- 5+ years post-master’s experience in community behavioral health or integrated care, including 2+ years in supervisory/management roles.
- Demonstrated success in program start-up/expansion, partnership building, and data-driven operations (dashboards, KPIs, CQI).
- Proficiency with EHRs, privacy regulations (HIPAA/42 CFR Part 2), and payer/grant documentation standards.
- Valid driver’s license, reliable transportation; regional travel required.
Preferred
- Bilingual: English/Spanish.
- Experience with TANF/SNAP E&T/WIOA, managed care, and community partnership development.
