We are seeking a Senior Change Manager to lead the change management stream of a complex, enterprise-wide transformation program at the Reserve Bank of Australia (RBA), known as Future Hub. This program stems from the 2023 RBA Review and encompasses leadership, culture, governance, and risk uplift across the organisation.
You will be responsible for the strategic design and delivery of integrated change management activities, including behavioural, cultural, and learning enablement initiatives. This role partners closely with program leads, business stakeholders, and the People Department to ensure structural and behavioural changes are understood, embedded, and sustained.
Key Responsibilities
Strategic Change Leadership & Enablement
- Lead the development and execution of a strategic change management framework, integrating behavioural science, cultural diagnostics, and learning enablement.
- Apply structured change methodologies (e.g. Prosci, ADKAR) to guide planning, execution, and sustainment of change initiatives.
- Partner with stream leads and support embedded change managers to drive consistent change practices across Future Hub workstreams.
- Develop and maintain an integrated Change Management Plan aligned with program delivery milestones.
- Build and lead a change champion network to drive local engagement, feedback loops, and adoption. (Working with RBA Change Practice)
- Deliver comprehensive change impact assessments, readiness reports, and mitigation strategies for resistance.
- Support business leaders with tailored change toolkits (e.g. dashboards, scorecards, FAQs, manager guides, stakeholder maps) to monitor cultural progress and behavioural adoption.
- Provide strategic advice to senior leaders on change readiness, stakeholder engagement, and cultural enablers/barriers.
- Represent the change stream in program governance forums and provide regular reporting on change progress, risks, and readiness.
- Ensure change initiatives are linked to measurable benefits and support tracking of adoption, utilisation, and sustainment metrics.
Culture Transformation & Behavioural Change
- Lead the design and implementation of neuroscience-informed behavioural interventions to support mindset shifts and cultural transformation.
- Align cultural change initiatives with organisational strategy, leadership behaviours, and Future Hub outcomes.
- Collaborate with internal governance and external partners to embed evidence-based methodologies and accountability frameworks.
- Support embedding of behaviour change through process alignment and reinforcement mechanisms.
- Enterprise Change Capability & People Leadership
- Lead and coach Change Management resources across Future Hub streams, ensuring consistent delivery and professional development.
- Support uplift of enterprise change capability through scalable tools, frameworks, and coaching.
- Manage change-related risks and interdependencies across program streams.
Key Skills and Capabilities
- Proven track record of leading strategic change programs in complex, regulated environments.
- Expertise in behavioural science, neuroscience, or psychology applied to organisational change.
- Strong capability in designing and implementing learning strategies that drive behavioural and cultural outcomes.
- Skilled in change diagnostics, stakeholder engagement, and cultural measurement tools.
- Excellent facilitation and communication skills, with the ability to influence diverse stakeholders.
- Experience in benefits realisation and embedding change metrics.
Experience Required
- Extensive experience in senior roles across organisational development, change management, learning, or transformation.
- Demonstrated success in leading cultural and behavioural change aligned to strategic objectives.
- Experience working with executive-level leadership and cross-functional program teams.
- Background in behavioural science, psychology, organisational development, or a related field.
- Experience embedding learning and change strategies within large-scale transformation programs.
- Postgraduate qualifications in organisational psychology, neuroscience, leadership, or behavioural science.
- Familiarity with public policy, governance structures, or central banking context.
- Certification in behavioural assessment or culture diagnostics tools (e.g. Hogan, Barrett, NeuroLeadership Institute).
- Experience with agile-aligned change practices and digital adoption strategies.
