Project Context and Scope

Eleven years after the onset of hostilities in 2014, Ukraine continues to navigate a complex, dynamic path toward nationwide socio-economic recovery and decentralization. Since the major escalation in 2022, the capacities of local hromadas to assess and address community needs have varied and are often insufficient. Locally led recovery therefore requires targeted support at the hromada level to strengthen inclusive governance and evidence-based decision-making, including for the effective targeting of interventions. 

Resource scarcity and limited employment opportunities—across rural and urban areas—have fuelled tensions and perceptions that the needs of internally displaced persons (IDPs) and returnees are prioritized over those of long-term residents who often face similar socio-economic challenges. A further pressure point is the reintegration of veterans (former combatants), who, during the transition from military to civilian life, must regain socio-economic independence and re-establish psychological and physical well-being to reintegrate peacefully. Current public services provide uneven access to inclusive economic opportunities and often insufficient, specialized psychosocial support tailored to veterans’ needs. 

Through the proposed intervention, IOM aims to bolster the stability of conflict-affected communities by promoting evidence-based, community-driven actions that support social cohesion and veteran reintegration. 

In an effort to support hromada-driven recovery processes that strengthen resilience and promote durable solutions for conflict-affected communities in Ukraine, IOM is conducting trainings on evidence-based situation analysis based on locally conducted qualitative research in the form of focus groups. Based on communities’ and local organisations’ assessed capacities and needs, the Consultant on Data & Analytics Capacity Building, under the supervision of the Senior Consultant, will support the planning and implementation of training activities that build local capacities on qualitative data collection (disaggregated by gender, age, and disability) and analysis in line with international standards and IOM’s internal toolbox, thereby enhancing their capacity to generate evidence for decision-making in the recovery sphere. 

This will serve to strengthen local resilience and support the creation of locally defined recovery plans that are empirically based and continually adapted according to the changing context and needs. To this end, the content and pedagogy of the training materials will be developed such that they are sensitive and reflective of the local context in Ukraine. 

Under the technical direction of the Senior Consultant, the Consultant on Data & Analytics Capacity Building will assist in coordinating and delivering all trainings. The training materials and sessions to be delivered will reflect the following learning objectives: 

  • Understanding of the basic principles of quantitative and qualitative research methods and selection of appropriate data collection tools (targeted at local level practitioners) 
  • Understanding how to prepare and conduct household surveys, key informant interviews and focus group discussions 
  • Understanding the importance of collecting data that is gender-disaggregated and sensitive to vulnerability 
  • Understanding of the basics in cleaning and analyzing data, as well as data sharing 
  • Knowledge of principles and guidelines related to confidentiality, informed consent and data protection 
  • Capacity to apply data insights to local level decision-making, in line with responsibilities held by local level authorities in Ukraine following the decentralization process 
  • Awareness of the potential for data and analytics to improve local administrative planning and operations for recovery 

The Consultant on Data & Analytics Capacity Building will support the delivery of one training program for organizations supporting former combatants seeking reintegration and another one for five local hromadas.

Category B Consultant hired to deliver trainings to hromada representatives, to provide mentorship support in applying acquired skills and contribute to the development of a curriculum of training materials. 

Tangible and measurable deliverables of the work assignment 

  • First deliverable – Completion of one on-site training session (over three days) for all selected organizations. –  Delivered by November 30, 2025 
  • Second deliverable – Completion of all remote mentoring activities, including practical exercises, for all selected hromadas. – Delivered by December 31, 2025 
  • Third deliverable –All relevant training materials for five selected hromadas including three-day course, and a series of practical exercise and a structured program of mentoring; and a comprehensive plan and timetable for delivery of trainings, including all details of participants selected (based upon assessed needs and capacities) and logistical arrangements required, all developed in collaboration with assisting Consultant and hromada representatives. – Delivered by January 31, 2026 
  • Fourth deliverable – Completion of one on-site training session (over three days) for all selected hromradas. – Delivered by February 28, 2026 
  • Fifth deliverable – Completion of all remote mentoring activities, including practical exercises, for all selected hromadas. – Delivered by March 31, 2026 
  Performance indicators for the evaluation of results 
  • Consultant is responsive to IOM engagement on planning and implementation of trainings. 
  • Deliverables are submitted on time. 
  • Trainings are delivered in a manner that is technically sound yet accessible for non-technical audiences. 
Education, Experience, Skills
  • Master's Degree in Social Sciences, Data Analytics, Adult Education, or related field with a minimum of three years of relevant experience; OR a Bachelor’s Degree in a similar field with a minimum of five years of relevant experience. 
  • Experience in training on data analytics and assessment development, especially for use by local government or organizations. 
  • Experience in conducting trainings of local government and/or civil society organizations in Ukraine would be a distinct advantage. 
  • Experience in working as part of a team, as well as independently, particularly in relation to training/capacity building. 
  • Experience of working with UN, NGOs, CSOs and/or government authorities would be an asset. 
  • Knowledge and experience of working on displacement issues is desirable. 
Languages
  • Ukrainian – fluency required. 
  • English - working knowledge will be an advantage
  Travel required
  • It is anticipated that the work of the Consultant will require travel across Ukraine.
