Northrop Grumman Defense Systems division is seeking a Supply Chain Compliance Manager 2 to join our team of qualified and diverse individuals within our Global Supply Chain Organization. This leadership role will be located in Huntsville, AL and will report to the GSC Division Director.

Job Responsibilities:
The successful candidate will provide compliance direction and leadership for processes and activities within supply chain related to operations and/or compliance such as regulatory compliance, systems and technology, operational excellence and supply base diversity. Responsible and accountable for a team of compliance subject matter experts, develops or supports strategic direction and tactical execution of governance (policy, procedure, processes, etc.), priorities, initiatives, drives goals, metrics and related activities.
The Division Compliance Officer (DCO) is required to review/approval all prime proposal price analysis over the TINA thresholds and review/approval of all DCAA RFI responses for proposals being audited. They will also be responsible for a team that conducts review of procurement packages, compliance guidance, support of internal and external audits, review procedures for accuracy and any needed clarification, compliance support in training classes, and interface with Supply Chain Sector leadership and personnel at all levels to ensure success.
The successful candidate must remain up to date with FAR/DFARS regulations, Terms and Conditions, Program addenda clauses, sector procedures, develop in-house programs and practices to identify developmental needs, including preparing personnel for positions of increasing responsibility and increasing personnel effectiveness in present assignments. SAP and / or Cost Point knowledge a plus.
The candidate must have experience in Global Supply Chain roles. Position requires coordination and collaboration with key stakeholders to include, but not limited to, Contracts, Engineering, Quality, Strategic Sourcing, Planning, Operations and Program Management and prior management of suppliers / subcontracts for both US Government and non-US Government programs.
Basic Qualifications:
- Must have one of the following:
- Must have experience with defense proposals and working on key captures
- Through knowledge of FAR/DFARS and other applicable government regulations
- Ability to perform and apply appropriate cost accounting, pricing and estimating methods, concepts and principles including the development and application of cost improvement curves and factors
- Ability to work as an integral member of the GSC team to achieve Global Supply Chain, Program and sector objectives, while maintaining full compliance during all stages of the proposal and acquisition processes
- Ability to initiate and effectively implement process improvement across the breadth of pricing and estimating policies and procedure
- Bachelor’s degree in business, supply chain, finance, economics or other related discipline with a minimum of 9 years of directly related experience
- Master’s degree in business, finance, supply chain, economics or other related discipline with a minimum of 7 years of directly related experience
- Ability to obtain and maintain a DoD Secret security clearance
- Must be able to travel as needed (up to 10% of the time)
- Working Knowledge of SAP
- Past experience with DCAA/DCMA audits
- Professional Certifications: CPSM, CFCM, CPCM
- Understanding of the defense acquisition process
Preferred Qualifications:
Primary Level Salary Range: $135,800.00 - $203,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
