General Description
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
The VTR Training Specialist performs advanced (senior-level) training work supporting the TxDMV Vehicle Titles and Registration (VTR) Division, Regional Services Section. This role oversees the development and evaluation of educational and training programs.
The position involves developing advanced, interactive, Shareable Content Object Reference Model (SCORM)-compliant online lessons using tools such as Articulate Storyline 360 (or similar software like Adobe Captivate). The specialist utilizes multimedia software including Camtasia and Adobe Creative Cloud Suite (Premiere Pro, Illustrator, Photoshop, Audition) to create engaging motion graphics, videos, and audio narration that enhance training effectiveness.
Candidates are expected to combine audio, video, and graphics to produce interactive learning experiences, including YouTube-style stakeholder education videos. However, TxDMV recognizes that candidates may possess strong subject matter expertise and business knowledge of TxDMV policies and procedures, even if they are still building proficiency with specific multimedia tools. The willingness and ability to learn and develop these technical skills on the job is highly valued.
The specialist also conducts training needs assessments, partners with management and subject matter experts to set long-range training goals, prepares materials to support instructor-led training, and analyzes training effectiveness metrics. Proficiency in Microsoft Excel is required for performance metric preparation and analysis. This role operates under limited supervision, with considerable latitude for the use of initiative and independent judgment and a commitment to continuous learning and professional development.
Essential Duties
- Administer the online Learning Management System (LMS), including managing user accounts, data reporting, key performance indicator analysis, providing technical support, and documenting training activities.
- Create and revise highly interactive lessons in Storyline 360, with support for learners and stakeholders.
- Record broadcast-quality voice-over narration and edit audio using Adobe Audition.
- Generate motion graphics and edit video and audio content in Premiere Pro to enhance training materials. Utilize Adobe Photoshop and Illustrator for graphic design elements integrated into course lessons. Perform quality control testing and launch new or revised SCORM-compliant eLearning content; archive outdated materials.
- Develop assessments and knowledge checks using eLearning course authoring tools and LMS assessment features.
- Collaborate with other TxDMV teams to support agency-wide training initiatives (e.g., internet security, Performance Quality Recognition Program).
- Assist with long-range training goals and planning efforts.
- Prepare training materials to support instructor-led training sessions and webinars outside of the eLearning system.
- Communicate regularly with internal and external stakeholders on training-related topics.
- Create and monitor metrics using Microsoft Excel and Word to evaluate training effectiveness.
- Maintain familiarity with statutes, rules, regulations, policies, and procedures relevant to TxDMV and the motor vehicle industry.
- Apply detailed TxDMV business knowledge to develop accurate, clear, and effective training content.
- Support ongoing professional development and skill-building to maintain and improve proficiency with multimedia training tools and technologies.
- Travel up to 10% as needed (car or air, including overnight stays) may require extended hours, evenings, and weekends.

Preferred Requirements
- Certifications in computer science or digital media platforms.
- Proficiency with tools such as Articulate Storyline, Adobe Creative Suite (Premiere, Audition, Photoshop), and Camtasia.
- Prior experience creating interactive eLearning, video-based training, or multimedia learning assets.
- Knowledge of SCORM-compliant content development and LMS administration.
- Familiarity with the vehicle titles and registration process, or related governmental or regulatory systems.
- Strong writing and communication skills, especially in translating complex topics for learning audiences.
- Candidates without experience in specific software tools may still be considered if they demonstrate technical proficiency and have strong TxDMV related business knowledge and willingness to learn multimedia training tools through personal training and development.
- While knowledge of TxDMV policies and procedures is valuable, preference will be given to candidates with subject matter expertise directly relevant to Vehicle Titles and Registration (VTR) or closely related regulatory areas.
- Candidates will be evaluated holistically based on their training experience, technical skills, and ability to effectively develop and deliver multimedia training, regardless of agency affiliation.
- External candidates with strong applicable skills and learning agility are encouraged to apply and will be evaluated with full consideration alongside internal candidates.
- Bachelor’s degree from an accredited college or university; or
- Education and experience may substitute for one another on a year-for-year basis.

Registration, Certification And/Or Licensure
A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
