Job Description
Office of Family Assistance
The Office of Family Assistance (OFA) oversees cash and food assistance programs, work support programs for recipients of cash and food assistance, and refugee programs. Learn more about the office by visiting the Office of Family Assistance webpage.
What You’Ll Do
This position serves as a liaison between program policy and information technology teams to ensure the successful development, implementation, and maintenance of automated systems supporting Ohio’s public assistance programs, including TANF, SNAP, and OWF.
The Business Analyst ensures that system requirements align with federal and state regulations and provides technical assistance to internal and external stakeholders.
The final candidate selected for this position will perform the following duties:
- Analyze, define, and document system and business requirements for Ohio Benefits and related systems. - Review and provide feedback on system design documents. - Conduct system testing and develop test case scenarios. - Provide technical assistance to CDJFS and other stakeholders. - Develop user manuals and training materials. - Monitor compliance with federal and state program requirements. - Respond to system-related inquiries and troubleshoot issues.
- Participate in policy development and training workshops.
Challenges Could Include:
- - Translating complex program policies into technical system requirements.
- - Coordinating across multiple stakeholders including IT, policy staff, and county agencies.
- - Managing competing priorities and tight deadlines during system rollouts or updates.
- - Staying current with frequent changes in public assistance program policies and technologies.
Schedule: Full-time
Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.
Travel: Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you must have a valid driver’s license.

Qualifications
The ideal candidate, at minimum, must have the following:
Option 1:
· Completion of undergraduate core coursework or 2 years exp. in social or behavioral science, pre-medicine, business administration, public administration, human services as defined in series purpose, or comparable field (note: this required education &'or experience shall not be applied to satisfy one of the following),
And
· 24 mos. recent exp. (i.e., within the past 5 years) in delivery of human services that included explaining & applying public assistance laws, policies & procedures mandated by Ohio Department of Job & Family Services & using Ohio Benefits;
And
· 6 mos. trg. or 6 mos. exp. in operating personal computer & using Microsoft Office system software, that is Microsoft Word, Excel, Power Point, or like software package.

Pay Information
This position is in the State of Ohio’s Pay Range 13. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $34.96 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
