Svitzer – on behalf of Batangas Bay Towage Inc – is seeking an experienced Technical Superintendent for its port operations in Batangas. This is an excellent opportunity for a former marine engineer with hands-on experience in ASD tug operations to step into a key role ensuring the technical condition and performance of a fleet of 4 ASD tugs.

You will be responsible for the end-to-end technical management and support of the fleet of vessels. Reporting to the General Manager, you will ensure safety, efficiency and compliance with all regulations, and continuously drive technical excellence and customer focused solutions in terms of timely, reliable and safe service, and ensure good client and authority relations at all times.

This is a hands-on role in a small onshore team, offering real responsibility and the opportunity to make an impact—backed by the global expertise and standards of the Svitzer brand.

What you will do

Your Key Responsibilities Will Include:

  • Overall onsite responsibility for the technical maintenance and repair of all vessels
  • Ensure the continuous and cost-effective maintenance and repair of all vessels and other marine equipment to prevent or minimize downtime.
  • Arrange local supply contracts and arrangements to ensure continuity within the operating budget.
  • Supervise maintenance programs for vessels and other marine equipment.
  • Directly supervise subcontractors working on the company’s vessels and equipment onsite.
  • Timely advise regional technical management and relevant operations managers of any matter likely to affect the availability of any vessel in the fleet for duty, or any fault or damages to the vessels or equipment, including timely communication with line and functional supervisors on emergent issues affecting scope and cost of repair tasks
  • Maintain a continuous record of maintenance under an agreed program in a suitable planned maintenance system.
  • Manage stock control system and spares ordering procedure.
  • Perform all required tasks in emergencies.
  • Monitor the ordering of lubes and engine room consumables - amount and quality.
  • Ensure all operations are conducted in accordance with company procedures and safety requirements.
  • Act as training coordinator / facilitator when required.
  • Supervise and maintain the enhanced computerized planned maintenance on company automated systems.
  • Proactive participation in the company’s safety management system (HMS)
  • Responsible for all required arrangements for planned / unplanned maintenance and repair, and monitoring of expenditure.
  • Ensure onboard compliance with company policies regarding planned maintenance, QA, ISM, Security, and safe operation of the fleet.
  • Liaison, supervision, and assessment of vessel engineering crews
  • Recruitment, selection, and training of vessel Engineers in accordance with company guidelines
  • Participation and strict compliance with all Health, Safety, & Environment rules, regulations, company policies and processes when/where applicable, in particular with regard to the environment
  • Liaison and Inventory control and negotiation with local suppliers & contactors over the cost, availability and supply of stores and spare parts
  • Assist with the further development, implementation, operation, and monitoring of PMS, incorporating deck and engine room tasks for all fleet vessels.
  • Other duties as may be reasonably required from time to time.
  • Monitor and control maintenance and repair budget of the marine units.
  • Ensure compliance with all Class, Flag and Statutory Certification for all vessels and surveys.
  • Preparation of class surveys, flag inspections, audits and other surveys as required.
  • Preparation and submission of CAPEX and M&R budgets for review by country and regional management.
  • Preparation of docking list, jobs, specifications, and reports, in discussion with vessels and Cluster Dry docking superintendent.
  • Management of Chief Engineers to ensure compliance with Svitzer policies and procedures at all times.
  • Act as visible and frequent management presence in the fleet, assessing crew for improvement areas and providing and/or arranging training as necessary.
  • Ensure all crews have appropriate training to meet Svitzer OVMSA requirements and deliver training required to meet OVMSA compliance.
  • Oversight and management of crew to ensure a safe working environment is maintained always.
  • Ensure Svitzer’s HSEQ and Marine Standards policies and procedures are adhered to by employees, contractors, and other stakeholders at all times.

Who we are looking for

To be successful in this role, you will bring:

  • Class 1 Marine Engineer Certificate of Competency (STCW ’95 CoC III/2)
  • Experienced Chief Engineer with specific knowledge and experience in harbour towage operations (bow to bow) and ASD marine propulsion units. Experience with offshore vessels and deep sea ships will also be considered.
  • Operational experience in the towing environment on towing vessels of not less than 3000 KW preferred. Experience as Chief Engineer will be an added advantage.
  • Previous similar role experience in the management of marine technical and engineering management
  • Detailed knowledge in operation, maintenance and repair of marine equipment and systems and applicable classification and flag state requirements.
  • Experience with and knowledge of modern marine coating systems
  • Practical understanding of PMS and ERP software used in the maritime setting.
  • Proven experience in project management
  • Experienced in budget planning and reporting processes.
  • Internal and external training according to OVMSA training matrix.
  • Fluency in written and oral English is mandatory.
  • Proficiency in Microsoft Office programs and comfortable using other online systems and tools.
  • Good communication skills across multiple levels in the organization and with external and internal stakeholders.
  • People management skills – onshore and offshore; preferably gained from working in a multicultural environment
