Compliance Commitments
- To ensure compliance where appropriate with the Company's procedures and policies in compliance with ISO 45001:2018, 14001:2015, 9001:2015, ISM & MLC & ISPS, International industry & local legal requirements.
- Strictly follow company SMS & BMS Requirements
- Support fleet vessels to ensure compliance.
- Ensure accurate recording and regular follow up on clients concerns and findings relevant to fleet vessels.
- Support vessel with Quality uploading of PSC, external audit findings to NSE and challenge any overdue on regular basis (min monthly).
- Ensure all class and statutory due dates are relayed to the fleet vessels and office staff directly involved.
- Support Fleet vessels with implementation of SVP (Self-Verification Program).
- Support Fleet vessels with timely close out of NCIORs and findings.
- Monitor business ethics and ensure all deviations reported to management.
- Actively participate and support company HSE programs, such as SOC, reporting of hazardous acts and conditions.
- Maintain confidence and protects operations by keeping information confidential.
- Ensure that all mandatory procedures including Safe Systems of Work are used effectively and filed for audit purposes
- Ensure that vessels carry the required publications, procedures, operational manuals, and other documentation required by Flag State and other regulatory bodies, and that these are updated as required.
- Ensure IMCA guidelines and “best industry practices” are adhered to at all times, with regard to vessel DP operations, equipment and personnel requirements.
- Responsible for the overall management and performance of the employees and fleet, in accordance with the Company’s SVP.
- To support any other duties, as per management request.
- Ensuring contractual requirements & relevant clients expectations addressed in timely manner
Operational Support
- Acting as focal point for fleet vessels communications.
- Participate in meetings with client to discuss the outstanding findings/problems.
- Assist with monitoring of current operational performance of fleet vessels and assist as required for any areas of improvement.
- Participate in the Daily Operations/Technical Meetings.
- Ensuring all vendor services are provided to fleet vessels to ensure vessels operational capability at all times.
- Ensure Vessel certification is up to date & prior notification given of any required surveys
- Maintain database of all vessels in company shared drives as required.
- OVID Management – Ensure timely provision of OVIQ inspections and Direct the Operations Coordinator with timely close out any findings related to Fleet vessels.
- FMEA/ DP trials management- Ensure timely arrangement of trials and Direct Operations Coordinator to timely close out any findings related to Fleet vessels. Coordinate in advance OVID process and DP trials with client.
- Ensure that the fleets’ DP equipment/ Navigational Equipment is in a fully operational state of readiness at all times.
- Oversee provision of 6 monthly LOLER and ensure all reported defects & additional work scopes to be communicated to and actioned
- Oversee Monitoring of FuelTrax for fleet vessels to report any abnormalities. Monitor fuel ROB & FuelTrax system for failure or errors in performance.
- Ensure that relevant FW, Oil samples collected from fleet vessels and relevant reports reviewed
- Ensure vessels LSA maintained in line to company & manufacturers recommendations.
- Ensure daily follow up on all relevant team vessels open PRs, SRs & POs.
- Support with provision of marine incident investigation process.
- Monitor all designated vessels open defects and assist with rectification and reporting.
- Ensure any defects, certification or any other PSC detainable conditions addressed in timely manner
- Ensure timely provision of catering and other support services.
- Ensure management of fleet vessels on/off hire reporting.
- Support Docking/Ship repair activities of fleet vessels as required.
- Liaise with Warehouse and LRS as required
- Ensure all manufacturers’ representatives advises, inspection & survey reports recommendations actioned in timely manner.
- Continuously monitor and proactively suggest any opportunities that may improve efficiency in company operations.
- Assist in the tending process to ensure the fleet vessels are fit for the scope of work required and relay any gap analysis identified or potential costs and delays to the chartering department.
- Ensure all clients requirements are assessed and responded to in a timely manner.
- Undertaking visits offshore to vessels on alongside and offshore location as required by the Director/ Fleet Manager.
- Ensuring that end of month vessel paperwork is reviewed, and outstanding issues acted upon.
- Ensure that all vessels are operating with the confines of their Budgets and bring to the attention of senior management any anomalies, or potential deviations in a timely manner.
- Ensure vessels Customs clearance schedules monitored and relevant export/import procedures initiated in timely manner
- Control, crew changes and ensure competent and suitable personnel onboard
- Support tendering exercises in timely and quality manner
- Provide support to any other business, as required by management
Technical & Pms
- Ensure that Vessels Planned Maintenance System is being operated and reported in the manner prescribed in the company’s QA system and is in compliance with the ISM Code.
- Ensure all fleet vessels are well maintained and in a continued excellent technical condition as per the Company’s requirements.
- Ensure that all equipment is maintained in good working order and that the planned maintenance system is relevant and up to date on all Fleet vessels, to avoid unplanned down-time.
- Prepare vessel repair specifications in association with the Team members
People Management
- Responsible for the overall management and performance of the employees and crew assigned to the fleet, in accordance with the Company’s SVP and HR & Crewing Procedures
- Ensure that the fleet vessels are manned in compliance with, flag and industry legislation, and Company policies.
- Ensure only client approved key personnel boarding vessels
- Monitor manning levels on all vessels to ensure appropriate manpower is allocated for each project, and ensure that costs are properly controlled
- Ensure that manning and training requirements are clearly communicated in sufficient time ahead of each charter
- Ensure that all Sea Staff recruited are suitably qualified and experienced for the position that they hold
- Ensure that crew performance is managed effectively on board by respective line managers, with regular performance appraisals being conducted and any performance issues being appropriately addressed
- Foster a strong performance culture on board, working pro-actively to identify crew competence gaps and develop suitable training and development solutions
- Ensure that Annual Appraisals for all Masters and Chief Engineers in the fleet are completed. Follow up with interim reviews of tasks set and ensure adequate progress.
- Ensure that all sea staffs are relieved on time every time and that suitable time is given for handover in sensitive positions
Procurement
- Ensure timely delivery of Material to achieve safe and uninterrupted operation of fleet vessels
- Ensure sufficient spares are carried.
- Ensure timely delivery of supplies and that purchase requisitions are being tracked and expedited in a timely manner. Bringing to the attention of the Country/Operations Manager any items which have the potential to disrupt operations.
Selection Criteria
Minimum Qualifications:
- Certificate of Competency, Class 1 Deck or Engine
- ISO or/and HSE certification would be beneficial
Minimum Experience:
- 1-2 years’ sailing experience as a vessel Chief Engineer or Master
- 3-4 years’ shore-based experience as Marine or Technical Superintendent
Job-Specific Skills:
- DP & AHTS Experience Preferred
- Good Communication skills in English & Azeri is a must
