Description
The Program Analyst provides full-scope program and management support to the U.S. Coast Guard Liaison Office (CGLO). This role ensures successful Coast Guard Aviator Production Planning (CGAPP) by managing student naval aviator training pipelines, coordinating with Navy and Air Force training commands, and maintaining critical data and documentation for over 100 Coast Guard flight students annually.
Key Responsibilities
Program & Training Support
- Plan, develop, and conduct liaison support for all CGAPP programs, including introductory, primary, rotary, and fixed-wing flight training.
- Identify issues affecting production schedules, recommend solutions, and coordinate requirements across multiple training commands.
- Direct complex program studies with significant operational and fiscal impact.
Data & Documentation Management
- Oversee and maintain Coast Guard training databases such as the Naval Aviation Integrated Production Data Repository (NIPDR) and Tango Sierra Hotel Aviation Readiness Program (TSHARP).
- Collect, analyze, and report data on student flight and ground training progress to inform leadership decisions.
- Prepare and manage required documentation (e.g., Officer Evaluation Report inputs, training directives) and maintain compliance with all Coast Guard and DOD regulations.
Student Control & Mentorship
- Serve as the primary point of contact for Student Control at NAS Pensacola and NAS Whiting Field.
- Manage class check-in, inter-wing student flow, transfers, and attrition processes.
- Provide counseling, mentoring, and career guidance to Coast Guard student naval aviators.
Performance Management & Compliance
- Monitor student performance, address conduct issues, and ensure adherence to CNATRA/NATRACOM training standards.
- Apply federal directives, practices, and precedents to maintain training quality and mission readiness.
Coordination & Communication
- Liaise with Navy, Air Force, and Coast Guard organizations, including NASC, CNATRA, TRAWING FOUR & FIVE, and 23d Flying Training Squadron.
- Deliver high-quality briefings, reports, and presentations to senior leadership.
Requirements
Required Qualifications
- Education: Bachelor’s degree in Aviation Management, Program/Operations Management, or related field.
- Experience: Demonstrated ability to independently manage complex training or program operations; prior aviation training program experience strongly preferred.
- Knowledge & Skills:
- Thorough understanding of CNATRAINST 1500.4 and related aviation training directives.
- Ability to apply qualitative and quantitative methods, including statistical and economic analysis, to program evaluation.
- Excellent organizational, analytical, and communication skills—written and oral.
