About the Position:
The Virginia State Police (VSP) is seeking to hire a Program Support Technician Senior in our Human Resources Division (HR) at our Administrative Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to:
• Provides programmatic and administrative support to the HR Division, Business Operations Unit.
• Provides daily operational support for all human resources compliance, training, operational audits, and special project assignments.
• Plans, coordinates and manages activities, events and programs related to employee engagement.
• Plans and facilitates annual employee events related to recognition and engagement.
• Assists in the development of new employee recognition and engagement initiatives.
• Monitors the HR Division’s budget and reviews and reports on fund balances.
• Plans, coordinates and manages a variety of communications related mediums.
• Provides scheduling and special events management.
• Uploads and modifies content on VSP Connect.
• Manages assigned special projects and new initiatives.
• Supports HR functional areas.
• Provides employee onboarding support.
• Provides operational support to HR leadership and managers.

Minimum Qualifications
Knowledge:
• Of administrative and office procedures.
• Of software systems such as database management and purchasing.
• Of managing files and records.
• Of customer service including professional phone etiquette and effective electronic communications.
Skills:
• In using Microsoft Office applications to include Word, Excel, Exchange/Outlook, PowerPoint, Visio, basic computer operations, automated systems, web-based applications, and databases.
• Strong reading and comprehension skills.
• Excellent written correspondence skills required.
• Requires the personal attributes of adaptability, teamwork, effective time management, and strong organizational skills.
Abilities:
• To develop communications with proper word meaning and spelling, as well as accurate composition and grammar.
• To provide effective and courteous customer service; and to deal tactfully and patiently with internal and external contacts.
• To develop and edit content within standards for a wide range of formats and mediums, including correspondence, informational bulletins, memos, official communications, presentations, responses to inquiries, training materials, and web-based content.
• To communicate information and ideas effectively through written content and oral presentations and/or training delivery.
• To deal tactfully and courteously with contacts and stakeholders made during the course of work; and to appropriately respond to inquiries from internal and external contacts via telephone or electronic communications.
• To utilize and navigate software programs.
• To utilize Microsoft Teams meetings for online meetings and trainings.
• To troubleshoot connectivity issues with electronic equipment.
• To operate effectively in high stress situations.
• To establish and maintain effective working relationships with associates, consultants, contractors, employees, executive and senior leadership, law enforcement, legal representatives, vendors, and the public.
• To follow the Library of Virginia records retention general schedules.
Experience:
• With documenting, tracking, and reconciling expenses.
• In the use of proper grammar, spelling, punctuation and collecting and assembling information where the application of proper structure and content of the English language is required.
• Working in the Microsoft environment required.
• High School Diploma or GED equivalent.
Additional Considerations
•Experience working in a compliance, educational, human resources, legal, or marketing environment helpful.
•Experience creating electronic forms, Microsoft Office Teams Channel trackers and electronic surveys highly preferred.
•Experience in purchasing via eVA or a web-based procurement software program preferred.
•Experience in creating electronic surveys preferred.
•Experience in creative writing, newsletter development or related technical writing experience preferred.
•Experience in project and/or change management initiatives helpful.
•Experience in events planning preferred.
•Experience in website management preferred.
