The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as a Senior Business Analyst with the Information Technology (IT) Unit. This position is responsible for being the primary liaison between Information Technology department and multiple business units. Supports the organization’s key business processes and applications and recommends business process redesign where applicable. Gathers and documents business requirements for large, complex projects. Coordinates and oversees the work of multiple Business Analysts for large, complex projects.
Based on your qualifications, you will be placed in one of the following tiers:
• Business Analyst Senior (P4 – Senior Professional)
Bachelor’s degree and two years of experience in business analysis, or a total of six years of equivalent experience. Recognized as a subject matter expert with solid domain knowledge and a strong understanding of business policies, procedures, programs, and goals. Typically assigned to large or complex projects within a department or functional area, involving a range of business and technical solutions.
• Business Analyst Senior (P5 – Expert Professional)
Bachelor’s degree and four years of experience in business analysis, or a total of eight years of equivalent experience. Recognized as an expert in the field with deep domain knowledge and strong understanding of business policies, procedures, programs, and goals. Typically assigned to large, complex projects involving multiple or sophisticated technology solutions.
• Business Analyst Senior (P6 – Pre-eminent Professional)
Bachelor’s degree and six years of experience in business analysis, or a total of ten years of equivalent experience. Recognized both within and outside the organization as a thought leader in business analysis or related disciplines. Typically assigned to enterprise-level or multi-division projects with a broad organizational impact.
Annual salary is commensurate with education and qualifications, ranging from $80,000 to $90,000.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:Essential Duties and Responsibilities include but are not limited to:
• Acts as primary liaison between Information Technology department and multiple business units.
• Manages automated/manual system definition, design and implementation.
• Supports the organization’s key business processes and applications and recommends business process redesign where applicable.
• Gathers and documents business requirements for large, complex projects.
• Authors and publishes comprehensive written documentation for project development, federal investigations, and other projects assigned.
- • Knowledge of methodologies and techniques for system analysis and design, business process modeling, requirements gathering, quality assurance, and software development.
- • Knowledge of business analysis body of knowledge (BABOK)
- • Skills in written and oral communication to convey a wide variety of information.
- • Skills in customer service
- • Ability to balance, prioritize and organize multiple tasks.
- • Ability to work collaboratively in teams and across organizations.
The ideal candidate for this position will have:
• Bachelor’s Degree plus 4 years of experience in business analysis (or other combination of 8 years equivalent experience)
• PMI Certification a plus
• Scrum Master a plus
• Lean or Six-sigma certification a plus

• Candidate shall have or meet the requirements to obtain prior to their first day of employment, a valid Level One Arizona fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
• Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on State business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code [A.A.C.] R2-10-207.11).

Retirement:State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
