Pima County ITD is seeking a highly motivated, thorough, and disciplined individual with strong GIS knowledge and skills to fill a role of GIS Analyst III.  This position is part of the ITD GIS team which manages GIS at the enterprise level for County departments, County elected officials, County administration, and their customers and constituents.  This person's projects may include the following enterprise GIS activities;

  • Data maintenance, management, and data store administration, including Geodatabase design, implementation, user management, and backend configuration.
  • Data analysis, reporting, and cartographic production.
  • Data dissemination through web services.
  • Process automation and scripting for data maintenance workflows, data management within the GIS Library, and business system support.
  • Application development for tools such as web GIS, interactive data views or reports, mobile data collection and processing, and GIS data integration with business systems.
  • Systems administration, including software installation and configuration, database management, application monitoring and tuning, and system architecture design.
  • Project management, and project staff management.

Data Maintenance and Interpretation

  • Reviews existing or incoming data for currency, accuracy, usefulness, quality, or completeness of documentation; 
  • Interprets aerial or ortho imagery for mapping purposes;
  • Models and creates new geospatial datasets using Geographic Information Systems (GIS) software;

Cartography And Reporting

  • Gathers GIS data required for map preparation, including imagery, survey notes, records, reports, and original maps;
  • Identifies and compiles GIS data to create maps and applications in response to requests; 
  • Determines map content, layout, and production specifications (scale, size, projection, and colors), ensuring that specifications are met and information is presented effectively;
  • Designs or prepares representations of GIS data using GIS applications;

Advanced Gis

  • Performs advanced spatial data manipulation or analysis using GIS or other data analysis software and determines the most effective method for communicating the results, including maps, applications, graphs, and/or tabular data;
  • Designs and coordinates the integration of GIS spatial databases with non-spatial or other business databases;
  • Writes programs or develops software for GIS applications, including the maintenance of existing systems or research and development for new and future systems or enhancements;

Project Management

  • Coordinates the development or administration of GIS projects, including the development of technical priorities, client reporting and interface, or coordination and review of schedules and budgets; 
  • Evaluates and makes recommendations to management for acquisition of GIS software, hardware and peripheral equipment;   
  • Directs development and implementation of quality control procedures for GIS data, programs, procedures, services, and products;
  • Manages GIS servers, licenses, and installs GIS software;
  • Architects and configures enterprise databases and systems;

Customer Service and Support

  • Provides technical expertise to users or customers regarding the development and operation of GIS technology;
  • Documents GIS procedures, metadata, and operating standards;
  • Communicates with customers to determine technical specifications, customized solutions, or operational problems; 
  • Supervises, leads and/or trains GIS Technicians, Analysts, or related staff in the operation of GIS procedures. 

Minimum Qualifications:

Bachelor’s degree from an accredited college, university or technical school in Geographic Information Systems, remote sensing, cartography, geography or related field as determined by the department head at the time of recruitment AND six (6) years of technical experience in geographic information creation and analysis.

(Relevant experience and/or education from an accredited college or university may be substituted.)

Or:

Two years of experience with Pima County in a Geographic Information Systems Analyst II position.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  • Minimum four (4) years experience using ArcGIS Pro and/or ArcMap to perform data editing, geoprocessing, analysis, and the production of products for a variety of customers. Experience with installing this software, configuration and customization of it, and/or publishing web services from it is a plus.
  • Minimum four (4) years experience designing, implementing, and using ArcGIS Geodatabases at an enterprise/multi-user level, including creation and configuration, schema design, data loading, Extract/Transform/Load (ETL) processing, data management, and user management.
  • Minimum four (4) years experience programming data processing scripts, implementing them at an enterprise level, source code management, scheduling them to run automatically, and troubleshooting. Experience with the following a plus - Python, Jupyter Notebooks, Model Builder, FME, JavaScript, SQL, C#, .NET, or others as applicable.
  • Minimum four (4) years experience developing, implementing, and managing GIS applications that provide capabilities such as web GIS, interactive data views or reports, mobile data collection and processing, or GIS integration with other systems, along with backend infrastructure and software configuration support. Experience with the following Esri products a plus: ArcGIS Enterprise, ArcGIS Server, ArcGIS Online, Portal for ArcGIS,ArcGIS Hub/Open Data Portal, Parcel Fabric, Roads and Highways, Experience Builder, Dashboards, Survey 123, Field Maps, Navigator for ArcGIS, others as applicable.

Selection Procedure:

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record. Some positions may require appropriate licenses or certifications at time of appointment or within a specified timeframe, e.g., Part 107 license (Remote Pilot Certificate). Failure to maintain the required licensure shall be grounds for termination.

Physical/Sensory Requirements: Constantly required to exchange accurate information, operates a computer and other office machinery, observes details at close range. Frequently remains in a stationary position. Occasionally moves about inside an office and moves office equipment weighing up to 25 pounds.
