Job Summary

First level Employee Retirement Fund (ERF) Specialist focused on the basics of pensions and retirement fund management, supporting members and individual employees with their investment fund questions and requests.

Job Description

Overview

The Employee Retirement Fund (ERF) Specialist I is an entry level professional position responsible for providing support in pension administration, assisting members, and ensuring compliance with ERF policies. This role offers foundational experience in defined benefit pension fund management.

Essential Functions

  1. 1. Serves as a primary point of contact for ERF members, assisting with inquiries related to pension benefits, retirement eligibility, and contribution details.
  2. 2. Processes pension applications, benefit estimates, service credit purchases, and other routine transactions.
  3. 3. Maintains accurate records and update pension data in the Workday system or other pension management platforms.
  4. 4. Assists with routine audits and compliance checks to ensure accuracy and adherence to ERF policies and regulatory requirements.
  5. 5. Supports financial and administrative functions, such as processing contributions, generating reports, and assisting in actuarial data collection.
  6. 6. Collaborates with internal teams to resolve member issues and provide efficient customer service.
  7. 7. Assists in IT support functions related to pension software, ensuring smooth data processing and report generation.
  8. 8. Helps draft communication materials, newsletters, and informational guides for ERF members.
  9. 9. Performs other related duties as assigned to support ERF operations.

Knowledge And Skills

  • Intermediary knowledge of City of Dallas policies and procedures.
  • Basic knowledge of ERF designated pension administration system.
  • Knowledge of laws and regulations of the State of Texas related to pensions administration, investment funds management and/or communication of benefits details.
  • Knowledge of guidelines and rules surrounding City of Dallas retirement funds and disbursement.
  • Ability to interact with and influence a diverse population of workforce.
  • Advanced ability to write and follow written instructions and direct individuals to the correct sources of information.
  • Advanced skill in communicating effectively and clearly both verbally and in writing.
  • Skill in identifying and red-flagging potential fraud scenarios.
  • Ability to create and deliver effective presentations to explain and communicate fund details.
  • Ability to establish and maintain effective working relationships.
  • Familiarity with pension administration systems, financial management tools, and/or communication platforms, depending on the assigned area.
  • Advanced knowledge of public-sector pension plan management including Dallas City Code 40A and pension administration best practices.

Education

Bachelor’s degree from an accredited college or university with major coursework in business administration, finance, accounting, communications, information technology, or a closely related field.

Experience

Two (2) years of experience in human resources, public relations, customer interfacing consulting or benefits/retirement related communication in a professional business environment, large municipality or public service environment with heavy internal or external customer interaction.

Licenses And Certifications

Relevant professional certifications such as CPA, CFA, CEBS, or ITIL is highly preferred.

Equivalency

An associate degree (or higher) in a related field, current certification, and three (3) years of relevant experience or associate degree and four (4) years of relevant experience as described above will meet the education and experience requirements.

Other Requirements

  • Must pass intensive background investigation, physical, eye exam, polygraph, psychological exams, as well as drug and alcohol testing.
  • No Felony convictions or deferred adjudication/court ordered community supervision/probation for a Class A Misdemeanor.
  • Must not have been convicted of OR placed on deferred adjudication/court ordered community supervision/probation for a Class B Misdemeanor as an adult within the last ten (10) years.
  • Must be twenty-one (21) years of age or older.

Salary Range

$64,252.45 - $79,800.20

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
