Full Time

Lead complex professional services procurements in support of transportation construction, design, and operations. Serve as senior procurement advisor to the assigned work unit for all procurement issues, including application of law, policy and procedures.

How you will contribute:
  • Advise on Contractual Matters: Provides primary source of knowledge regarding professional services contracts and proactively advises and educates internal and external stakeholders on contractual matters. Communicates with assigned contract administrators and vendors on contractual compliance and terms and conditions specified in the contract. Negotiates with vendors as needed to modify contracts and address performance issues.
  • Facilitate Cross-Functional Teams: Facilitates cross functional teams, guiding the development of professional services contract requirements, terms, conditions, and the leads the selection processes for the agency. Analyze and evaluate complex, and-or high volume of procurements, communicate results, and make recommendations and decisions in partnership with internal and external stakeholders, subject matter experts, and Office of the Attorney General.
  • Legislative Support: Provide legislative support, policy development and analysis, and interpretation and application of laws, regulations and policies. Assists leadership in meeting legislative session requirements.
  • Procurement Guidance: Provide oversight and guidance to procurement staff to support the timely review of and guidance on procurement documents. Identify and implement improvement strategies to increase efficiency and effectiveness in procurement operations. Train staff and others on laws, policies, principles, and practices.
  • Procurement Law and Policy: Analyze procurement law and policy changes to identify impact to agency policies and procedures. Develop or update procurement policies and procedures as needed. Assists management as a senior procurement advisor for all procurement issues, including application of law, policy and procedures and delegation of authority. Advises leadership on the effectiveness and statutory compliance of procurement activities at VDOT.

  • Comprehensive knowledge of principles and practices of procurement and contract management, specifically professional services contracts and program administration.
  • Extensive knowledge of principles and practices of governmental purchasing, as well as federal, state procurement laws, regulations, and administration, organization, and management.
  • Strong leadership, negotiation skills, analytical skills, presentation skills, communication skills, writing skills, and computer skills.

  • Minimum Qualifications:
  • Ability to handle diverse and complex situations, manage multiple assignments, communicate both orally and in writing.
  • Ability to obtain Virginia Contracting Officer (VCO) certification.
  • Ability to read, interpret, develop, explain regulations, policies, procedures and standards; to analyze and evaluate proposals; to advise management on procurement activities.
  • Ability to supervise, plan, organize and coordinate the work of staff, supervisory, professional, and technical personnel; ability to train staff and others.
  • Comprehensive knowledge of principles, practices of procurement, contract management, specifically professional services contracts and program administration.
  • Extensive knowledge of principles and practices of governmental purchasing, as well as federal, state procurement laws, regulations, and administration, organization, and management.
  • Strong leadership, negotiation skills, analytical skills, presentation skills, communication skills, writing skills, and computer skills.

  • Additional Considerations:
  • A combination of training, experience, or education in Business Administration, Public Policy, Organizational Development or related field desired.
  • Experience interpreting and applying laws and regulations in a governmental contracting environment.
  • Possession of Virginia Contracting Officer (VCO) certification.
  • Practical experience leading large, cross-functional teams to deliver complex procurements from contract development through negotiation, award and contract administration.
  • Skill in using automated procurement and contract administration information systems.
