Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.

Under the executive direction of the Chief Information Officer (CIO), the Chief of Staff (COS), on behalf of the Chief Information Officer, provides strategy and direction to the areas under the CIO in the application of administrative policies, procedures, change management, and Communications. The COS is responsible for coordinating, monitoring and evaluating new initiatives, special projects, and providing strategic direction to the CIO and executive staff. In collaboration with the executive team develop and amendment of strategic plans and improvement strategies for the areas within the Office of the Chief Information Officer (OCIO). This position is central to ensuring the alignment of enterprise-wide technology initiatives with the Agency’s mission and operational goals across DSS-HRA-DHS, overseeing digital transformation initiatives and enterprise IT operations.

Information Technology Services (ITS) is recruiting for one (1) IT Service Management Specialist, to function as Chief of Staff to the Chief Information Officer, who will;

- Provide clarification and direction to the areas under the CIO in the application of administrative policies, procedures, and regulations for uniformity of interpretation and practice. Support the Chief Information Officer in the planning, execution and monitoring of projects, improving operations, integrity, and compliance and alignment with Agency and city-wide plans; serve as a special advisor with authority for making recommendations on strategic direction on administrative functions and implementation of critical and new interagency initiatives designed to improve service delivery across the Agency. This includes coordinating with technology leadership to ensure that initiatives are sequenced and executed in accordance with the Agency’s multi-year technology roadmap.

- Coordinate special projects with various internal and external partners (ex. Office of Technology & Innovation (OTI), and other groups and cooperating agencies), ensuring alignment with broader DSS program goals. Special project coordination includes developing project plans/timeline, the negotiation of roles and responsibilities, determination of work scope, determination of design, budget allocations and contractual requirement, and coordinating the management of the project to completion. Coordinate strategic initiatives and operational priorities across ITS and ensure alignment with broader DSS program goals. Track and report on progress against the technology roadmap to ensure delivery milestones are met and interdependencies are managed across divisions.

- Act as liaison to the DSS Commissioner’s Office, the HRA Administrator’s Office, the DHS Administrator’s Office, the Office of Technology & Innovation, other city agencies, vendors, and nonprofit partners on behalf of the CIO to align enterprise technology strategy with program needs, secure support for shared initiatives, and resolve interagency issues. Facilitates decision-making by preparing analyses, briefing materials, and recommendations for the CIO. Ensures that commitments made in these forums are tracked, delegated to the appropriate ITS divisions for implementation, and monitored for progress

- Serve as a gatekeeper for the CIO by managing access, prioritizing incoming requests, and ensuring that the CIO’s time is focused on the most critical issues and decisions. Reviews and triages meeting requests, correspondence, and initiatives, determining which should be addressed directly by the CIO and which can be delegated to senior leadership. Prepares the CIO for key engagements by ensuring they have the necessary context, briefing materials, and follow-up plans. In doing so, enables the CIO to focus on high-value activities such as shaping organizational vision, long-term strategic planning, mentoring their leadership team, and engaging staff to build morale and alignment.

- Perform other duties and functions as directed.

Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering or a related field and four years of satisfactory full-time experience related to information technology service management, process management, operations;

2. A baccalaureate degree from an accredited college and eight years of satisfactory full-time experience related to information technology service management, process management, operations;

3. Education and/or experience which is equivalent to "1" or "2" above.
