The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education, regulation, and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies.
This limited duration opportunity is scheduled to last approximately one (1) year. We will also consider filling this position as a job rotation assignment for current state employees. To apply as a job rotation candidate, you must be currently employed by the State of Oregon (regular status, trial service, and limited duration employees) and have written approval from your manager/supervisor prior to applying.
The agency is comprised of three major operational programs: the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs.

About This Opportunity:
- This position is based at our Milwaukie, OR headquarters office. Please note that the headquarters for the agency will relocate from Milwaukie to Portland, OR by approximately the end of 2026.
- After an initial training period, this position may be eligible for a flexible hybrid work schedule, however weekly in-office work will be required. This position is not eligible to be fully remote.
- This position is represented by the American Federation of State, County & Municipal Employees (AFSCME) union.
Here’S What You Will Do:
This position oversees and coordinates the implementation of the Distilled Spirits Supply Chain (DSSC) project implementation of the warehouse conveyance system as well as coordination among other projects happening at the OLCC. The duties include project management, solution development, meeting coordination, resource management, maintenance and transition to operations. This position in collaboration with the CIO and IT Project Management and Customer Service Director participates with the Project Management Office (PMO) in solutions roadmap, and provides direction, planning, and policy development within the division for the DSSC project.
Duties Include:
- Address customers and professional organizations regarding agency programs and policies; resolving disputes; preparing reports and correspondence; and responds to incoming customer inquiries in a timely fashion and seek out the correct information to share with customers.
- Liaise with representatives of other agencies such as DAS, EIS, DOJ, and/or the public that may be affected or have input on the project(s). Actions include meetings, written materials, teams chats, emails and similar.
- Performs change management activities to accomplish technical as well as business goals for the project within the OLCC team and with external customers.
- Lead the planning and development of goals, objectives, and direction for the DSSC project; staying within the prescribed project scope, time frame, and funding parameters, while meeting all stakeholder expectations. Lead and direct the activities of project teams to make certain projects progress on schedule and within prescribed budget.
- Lead multi-agency and inter-disciplinary project teams to identify time frame, methods for accomplishing projects and tasks, and allotment of available resources to various projects and tasks as defined in Project Management Book of Knowledge (PMOBOK).
- Coordination of technology procurements, participate in amendment requests, manage third party vendors, and oversee software and professional services contracts and amendments.
- Resolve issues that impact project schedule to ensure budget and schedule are on track. In the event that schedule or budget will be affected, represent issues and recommended options that require escalation to executive leadership for resolution per the project charter delegation authority.
- Establish clear communication channels and maintaining regular contact with contractors to address questions, provide feedback, and ensure project goals are being met.

Here’s what you need to qualify:
Minimum Qualifications:
Seven (7) years of experience in Information Technology Project Management;
Or
An Associate’s degree in Computer Science, Information Technology, Business Administration, Project Management, or related field, OR completion of a two (2) year accredited vocational training program in information technology, project management or related field;
And
Five (5) years of information systems experience in Project Management;
Or
A Bachelor’s degree in Computer Science, Information Technology, Business Administration, Project Management or related field;
And
Three (3) years of information systems experience in Project Management;
Or
Master’s degree in Computer Science, Information Technology, Business Administration, Project Management or related field;
And
One (1) year of information systems experience in Project Management.
Preferred Skills:
- Strong skills in interpersonal relationships, verbal and written communication, business management, business ethics, meeting facilitation, conflict management, and project management.
- Strong leadership skills and ability to establish and maintain effective working relationships with superiors, subordinates, peers and other agencies and the public.
- Familiarity with PMBOK/BABOK (Project Management certification preferred)
- Excellent writing and editing skills, (composition, grammar, punctuation, and spelling) as well as effective communication (listening and oral presentation) skills.
- Ability to explain complex technical issues to non-technical customers.
- Strong planning skills with demonstrated ability to prioritize tasks among projects.
- Proven ability to manage multiple tasks and responsibilities under conflicting and time-sensitive deadlines.
- Demonstrated experience in authoring project management deliverables such as a scope statement, project charter, work breakdown structure and scheduling tools.
- A clear understanding of the relationship between the Systems Development Lifecycle (SDLC) phases of application development, and the standard project activities (initiating, planning, executing, monitoring, controlling and closing).
- Demonstrated extensive information technology project management skills.
