As the Sr. Program Manager, you will be responsible for managing the FOIA/PAA Human-in-the-Loop (HITL) delivery of redaction services for the VBA Office of Field Operations (OFO). This technical services support is in parallel with the FOIA/PAA Claims Acceleration Platform (UCAP). You will be expected to lead all facets of project management to include subcontractor support, quality control, defect resolution, areas for improvement, sustained delivery capacity, forecasting of capacity models and routine briefings to key stakeholders.

What You’Ll Be Doing:

  • Providing leadership, supervision, and guidance for all contractor personnel, inclusive of subcontractors/teaming partners
  • Reviewing UCAP – FOIA/PAA transaction processing trends daily to drill-down to processing and quality issues
  • Directing program activities to meet client and organization work objectives for FOIA/PAA inventory management of requests pending
  • Review technical capability of FOIA/PAA reduction and request UCAP software changes to ensure functional capabilities are being met
  • Define measures of success jointly with VA stakeholders to meet milestone capacity delivery for FOIA/PAA processing
  • Prepare ad hoc presentations and reports and present them to VA stakeholders
  • Support action item management and definition and mitigation of program risks
  • Serving as the Government’s focal point in absence of the Program Manager
  • Managing people, projects and a program with revenues in excess of 10M.

What You’Ll Need:

  • Bachelor’s degree (work experience will be considered in lieu of degree)
  • 10+ years in program management, deputy program management or a leadership role for software/services delivery to Government Agencies
  • 4+ years of experience supporting services delivery with more than 50+ staff members
  • 2+ years of technical services delivery using a combination of COTS and custom development
  • Experience managing multiple concurrent projects with success in meeting budget, timeline, and quality expectations
  • Experience organizing, directing, and managing teams, projects, daily operations and functions involving complex, interrelated activities
  • Experience setting policies, procedures, equipment standards, and documentation standards
  • Experience managing the client interface at senior levels of an organization
  • Outstanding written and verbal communication skills with the ability to present to business leaders
  • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting 

What Would Be Even Better:

  • Current or previous Veterans Affairs experience
  • Experience developing technical presentations and/or writing and presenting business case and white papers or writing and contributing to industry proposals is a plus
  • Experience developing Basis of Estimates (BOE) and budgetary estimates is preferred

The likely salary range for this position is $127,075 - $171,925. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
