Job Description Summary

The Commercial Operations Team Leader is responsible for leading a team of employees—particularly those with less than two years of experience—to achieve business objectives within the China region. The primary focus of this role is the leadership and coordination of all activities in the Inquiry to Order (ITO) phase of proposal management, encompassing proposal development, risk management and mitigation, specification compliance, scope development, pricing, and issue resolution for commercial opportunities in China. The Team Leader will provide comprehensive guidance to team members within the region to ensure consistent excellence across these core areas. Additionally, the Team Leader will spearhead process improvement initiatives identified and agreed upon as part of the organizational goals and objectives. As a trusted member of the team, the Team Leader will support the Commercial Director through delegated approval authority as required, thereby ensuring efficient operations and effective decision-making. This position reports directly to the Commercial Director under GE Vernova Gas Power Services.

Job Description

Roles And Responsibilities

  • Provide effective leadership to the team during negotiations of terms and conditions (T&C’s) for commercial opportunities within the China region.
  • Lead and oversee the full proposal process from initial inquiry through to deal closure and handover, including tracking key milestones, managing stakeholder engagement, and ensuring timely proposal submissions for deals in the China region. Offer guidance to team members to maintain these standards as necessary.
  • Serve as a resource for colleagues with less experience by clearly explaining complex or sensitive information and fostering consensus and confidence within the team.
  • Develop and apply persuasive skills to influence stakeholders on field-related topics, promote best practice sharing, and identify training needs to be developed or escalated to the Commercial Director.
  • Champion continuous improvement initiatives in partnership with the Commercial Director, driving agreed-upon enhancements to fruition.
  • Support the strategic approach to both new and renegotiated MMP contracts for deals in the China region and provide necessary guidance to team members in this area.
  • Provide leadership during the deal review process, including managing approvals at Delegation of Authority Level 2 (DOA L2) for transactions in the China region.
  • Ensure diligent follow-up on team members’ Key Performance Indicators (KPIs) and collaborate with the Commercial Director to develop and implement plans for improvement where necessary.
  • Contribute to team member checkpoints and annual performance summaries by providing substantive input to the Commercial Director.
  • Coordinate all facets of the inquiry-to-order phase of proposal and bid management, including proposal development, risk management and mitigation, contract negotiations, specification compliance, scope development, pricing and financial summaries, and issue resolution for deals in the China region. Provide guidance to team members as required to uphold these standards.
  • Exercise leadership during the deal review process to ensure all technical risk points, risk mitigation strategies, and business risk acceptance levels are properly integrated into scope development, cost analysis, and contractual documentation for deals in the China region. Guide team members in applying these practices as needed.
  • Ensure that terms and conditions are thoroughly reviewed and mitigated, and that all associated risk checklists are completed and approved for proposals pertaining to deals in the China region. Advise team members in fulfilling these requirements as necessary.
  • Project manage the Inquiry to Order (ITO) process by leading proposal preparation and submission, conducting contract negotiations, and facilitating the seamless handover of projects from ITO to Order to Remittance (OTR) for deals in the China region. Provide support and guidance to team members throughout these activities.
  • Assist the sales team in deal negotiation and closure for transactions in the China region and offer guidance to team members in these processes as required.
  • Ensure that Risk Checklists and Delegation of Authority (DOA) protocols are meticulously reviewed and completed for all proposals related to deals in the China region and provide instruction to team members in adhering to these procedures.
  • Maintain rigor and compliance throughout the commercial process for deals in the China region, and support team members in upholding these standards.

Required Qualifications

  • Hold a bachelor’s degree from an accredited university or college.
  • Demonstrate exceptional oral and written communication skills in English.
  • Exhibit influencing skills when engaging with internal and external stakeholders.
  • Show understanding of contract terms and conditions, along with customer negotiation experience.
  • Collaborate effectively, staying organized with a positive, and energetic attitude.
  • To be based on China.
