The Office of Fiscal Operations is DSS/HRA/DHS’s primary payments and accounting office, and the core responsibilities are carried out through the operations of the Bureau of Accounts Payable (BAP). As the Agency’s primary payment office, BAP issues authorized payments to service providers for services delivered to DSS/HRA/DHS clients, payments to vendors providing services to DSS/HRA/DHS and reimbursement to employees for business related out of pocket expenses incurred in the delivery of services.
Under executive direction and with wide latitude for independent initiative and judgment, the Director of Special Projects and Operational Support Services will report to the Executive Director and perform Special Project tasks within the Division of Accounts Payable (DAP).
The Office of Fiscal Operations/Bureau of Accounts Payable within the Division of Accounts Payable (DAP) is recruiting one (1) Administrative Staff Analyst to function as the Director of Special Projects and Operational Support Services who will:
- Develop a system to promptly address all issues pertaining to payments as well as collaborate with other directors to enhance existing processes
- Serve as a liaison between DSS/HRA/DHS, CAPO and the Office of the Comptroller/NYC Finance, FISA, Internal/External audits, State/Federal inquiries
- Develop and maintain performance metrics and reporting systems to monitor payment processing activities across the division
- Ensure the Bureau’s compliance with policies and procedures.
- Collaborate with the Director of QA to review data and ensure that reports are thorough and offer the appropriate information needed for sound managerial decisions. Ensure that the QA reports identify trends, discrepancies, and areas for improvement.
- Advise Executive Director on issues pertaining to the appropriate management of the workflow.
- Collaborate with unit directors and managers to collect and validate payment data.
- Collaborate with the Data Analysis & Quality Assurance Director in the development and delivery of staff training on data analytics and performance standards.
- Supervise staff engaged in data analysis and reporting functions.
- Assist in preparing executive-level presentations and reports on division performance and process improvement initiatives.

Hours/Schedule: 9 AM – 5 PM

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
