The Office of Injured Employee Counsel (OIEC) is the state agency that helps injured employees with their Texas workers’ compensation claims. The agency assists, educates, and advocates on their behalf. OIEC provides services in 20 offices across the state. Agency services include advocacy, customer service, and dispute assistance through OIEC’s Ombudsman Program.
Program Specialist for System Development - Austin
As the Program Specialist for System Development, you will support existing agency operations as part of a broader team that plans, develops, and implements a new case management system. This will include project management, reviewing and updating policies and procedures related to the project. Performs advanced (senior-level) consultative services and technical assistance. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
This position may allow for telework, at the manager’s discretion. You will be required to report to the office as needed to attend meetings, training, and other job duties. Employees who are allowed to telework must have a secure, dedicated workspace with Internet service.
This Position:
- Performs a variety of technical, training, research, planning, policy, program assessment, and administrative activities.
- Studies and analyzes operations, policies and procedures, and IT systems and identifies opportunities for case management system development. Researches, develops, and implements new policies and procedures. Will become experts in the OIEC processes, procedures and business processes. Will assist with preparation of workflow diagrams for the eventual replacement of the legacy system.
- Provides high-level advice by interpreting policies, procedures, rules, regulations, and standards related to the program. Assists with establishing and implementing agency goals and objectives to ensure consistency and improve agency operations.
- Assists with the quality assurance program to ensure compliance with applicable policies and procedures
- Performs related work as assigned
Qualifications
The candidate must reside in Texas or be able to relocate to Texas by the start date.
This Position Requires:
- Graduation from an accredited four-year college or university.
- Ten (10) years’ experience in reviewing and analyzing operations, policies and procedures for a state agency.
Additionally, preferences for this job are:
- Experience developing case management systems or similar systems for the state of Texas
- Experience drafting and reviewing policies and procedures,
- Ability to communicate effectively.This position requires demonstrated knowledge of:
- Program management and processes technique, and
- Ability to develop, evaluate, and interpret policies and procedures.This position requires demonstrated skill in:
- Microsoft Office software applications, including Word, Excel, Access, and Outlook to complete tasks such as editing, entering, and extracting data.
- Research and presenting findings.
- Communicating and working effectively with all levels of employees and the public.
- Handling multiple tasks simultaneously and effectively prioritizing workload.
- Ability to coordinate the work of others, interpret regulations and convey them to others, establish goals and objectives, devise solutions to administrative problems, develop and evaluate administrative policies and procedures, and prepare concise reports;
- Ability to follow procedures; and
- Ability to meet deadlines.
- This position requires the demonstrated ability to:
- Ability to coordinate and document meetings seeking internal stakeholder/focus groups;
- Maintain confidentiality of confidential information;
- Ability to provide courteous and responsive customer service.
- Ability to problem solve and deal with difficult people and/or situations;
