Global Financial Crimes (GFC) - Australia
GFC Australia is responsible for ensuring the business is in compliance with the Anti-money laundering and counter terrorism financing (AML/CTF) laws and regulations of Australia as well as the internal Morgan Stanley firm-wide GFC policies and procedures. Our mandate covers all areas including ML/TF, Sanctions, Bribery and corruption risk. GFC Australia covers all AML-regulated businesses in Australia, including Wealth Management (WM) and Institutional Securities Group (ISG). WM includes both domestic and private wealth management (PWM) services. ISG includes investment management (IM), Institutional Equities Division and Fixed Income Division (IED/FID) and Investment Banking Division and Global Capital Markets (IBD/GCM).

Responsibilities
Advisory/Approvals
- Respond to the daily queries received from the business units regarding Know Your Customer (KYC) and Customer Identification Procedures (CIP), Customer Due Diligence (CDD) and third Enhanced Due Diligence (EDD), Enterprise-wide Customer Risk Rating (ECRR), politically exposed persons (PEPs), and Periodic reviews (Event Driven and Scheduled).
- Conduct review and approvals on various daily requests, including: enhanced due diligence (EDD) for high-risk clients, politically exposed persons (PEPs), PEP status reviews, KYC/CDD waivers, and ECRR changes.
Escalations/Investigations/Suspicious Matters
- Receive client escalations from the business unit and or control systems, and coordinate appropriate investigative and/or suspicious matter reporting actions.
- Escalating incidents of suspicious matters to the Money-Laundering Reporting Officer and assisting with drafting the report to be filed with AUSTRAC via the online portal.
- Ensure cases have been tracked on the appropriate registers and systems, where applicable.
Monitoring and screening
- Assist with third level reviews on screening and monitoring alerts related to client and transaction sanctions, negative news, PEP and transaction monitoring,
- Ensure the above alerts received are closed in a timely manner or before deadline.
- Escalate a 'positive hit/match' and/or suspicious matter or transaction as a result of the Firm's monitoring and screening.
- Identify potential additions to the Firm's Regional Heightened Supervision List (HSL) and Global Consolidated List (GCL).
- Create case items within Actimize where applicable.
- Participate in AML-related system tuning/recalibrating and process enhancement projects (e.g. User acceptance testing (UAT) for TMS/NNS/Sanction system changes)
Tracking and Reporting
- Maintain log/registers for Employee Incidents, EDDs, SMRs, and other metrics
- Collate metrics and report offshore on a regular basis.
Operations
- Ensure the operating procedures of the Australia GFC are continuously being optimized in terms of efficiency and effectiveness, and the Desk Procedures are updated on an ongoing basis.
Risk identification and Management:
- Assist the business and GFC Team Lead to ensure operational and other ML/TF risks are identified and addressed adequately. Take on special projects to assist with self-identified Issues and Actions (e.g. remediations, enhancements, etc).
Training
- Identify knowledge gaps and assist in delivering training to business and support units on any of the above, when required. Skills
What You will Bring
- Have a sound level of understanding and working knowledge of the Australian AML/CTF laws and regulations, particularly as they pertain to CIP/KYC/CDD.
- Have a sound level of understanding and working knowledge of the Morgan Stanley Australia AML/CTF Program- Part A and B. Ensure advice given to the business is in line with the AML/CTF Program requirements.
- Have a sound level of understanding and working knowledge of the Morgan Stanley Global AML/CTF and KYC Policies, Procedures and Standards. Ensure advice given to the business is in line with the internal global requirements.
- Be familiar with the AML/CTF Programs of other key jurisdictions to which certain Australian businesses' customers must adhere to (i.e. UK CIP for MSIP). Ensure advice given to the business is in line with the requirements of those jurisdictions.
- Be proficient in navigation and usage of Morgan Stanley GFC and certain business-related systems (i.e. EBBOS, PICS, RADAR, GDS, EQS, Actimize, CLINK, Single Client View, RDC, OFAC Lookup).
- Help secure system access for offshore MS employees/contractors assisting Australia GFC.
Prerequisite/qualifications
- 4 or more years' employment experience in AML/CTF compliance
- Experience working with an AML-regulated financial service provider that provides services to retail and institutional clients.
- Certified Anti-Money Laundering Specialists (CAMS) certification or equivalent.
- University undergraduate degree or equivalent tertiary education.
