Overview
The Quality Assurance Manager for the Unaccompanied Minor Refugee (URM) program is responsible for conducting all quality assurance activities for the Texas URM provider agencies. This includes monitoring and evaluation, data analysis, coordination of data request, training, technical assistance, and data collection and reporting for the Office of Refugee Resettlement (ORR). This position will conduct quarterly desk audits and on-site monitoring to ensure compliance with ORR and USCRI policies and program procedures, assist with policy development, and ensure efficiency and accuracy of program documentation practices. This position reports to the Program Manager.
Essential Duties And Responsibilities
Develops program monitoring tools to collect, analyze and track data to ensure compliance and implementation of best practices;
Conducts ongoing quarterly desk audits and annual site monitoring of sub-grantee program sites to ensure quality and continuity of services and compliance with state and federal regulations;
Tracks, monitors, and supports sub-grantee program sites responses to administrative reviews completed for URM cases;
Provides ongoing technical support to sub-grantee agencies to respond to monitoring and evaluation (M&E) outcomes and improve program results;
Generates data reports to disseminate program results and comply with data requests from USCRI and ORR;
Assists with the development of policies and procedures, and revisions, as needed;
Reviews and confirms eligibility for Education and Training Vouchers (ETV) for URM clients;
Reviews and confirms eligibility for Supervised Independent Living (SIL) applications;
Provides administrative support in program implementation and improve service provision;
Evaluates client and program outcomes to identify gaps in service provision;
Understands and complies with all policies and procedures and interprets them for staff, as needed; and
Other duties as assigned by supervisor.

Position Requirements
Masters of Social Work or a Bachelor’s degree in social work or equivalent with 5 years of child welfare experience is required;
Must possess a demonstrated understanding and experience with case management, foster home placements, and child welfare;
Experience and knowledge of Texas state child welfare regulations as set forth by the Texas Department of Family and Protective Services (DFPS) is preferred;
Experience in program monitoring, evaluation, and development (data management and visualization, quantitative and qualitative analysis, and development of monitoring tools);
High proficiency in Microsoft Office, specifically proficiency with Word, Power Point and Excel;
Experience utilizing the Refugee Arrivals Data System (RADS) is preferred;
Experience working with the Unaccompanied Refugee Minors Program funded by the Office of Refugee Resettlement is preferred;
Experience in providing technical assistance and administering program training is preferred;
Excellent organizational, verbal, written, and interpersonal communication skills;
Strict adherence to time frames, policy, and procedure;
Ability to prioritize duties and multi-task in a fast-paced environment;
Must have a valid driver’s license and clean driving record;
Ability to work well independently and in a team;
Willing to travel a few times annually;
Ability to effectively use technology;
Candidate must demonstrate a commitment to comply with mandatory state reporting requirement for child abuse and neglect;
Candidate must pass a criminal background check that includes past history of conviction of child and sexual abuse;
Candidate must have dedication to the human rights of refugees, immigrants, asylum seekers and displaced people;
Demonstrates support of USCRI’s values by exhibiting respect for others, maintaining confidential information and an appreciation of a multicultural workplace.
Training Requirements
Satisfactory completion of USCRI’s Orientation and Training;
Satisfactory completion of ORR required training upon hire and on an annual basis; and
Complete additional training as identified by supervisor or Human Resources.
Physical Demands
Use of manual dexterity, tactile, visual, and audio acuity;
Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands;
Occasional lifting (up to 25 pounds), bending, pulling, and carrying; and
Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
