Role Brief

APCO is seeking a Senior Consultant to lead client projects and deliver strategic government affairs counsel. The role is based in Beijing, and it involves government engagement, policy analysis, stakeholder engagement, proposal development, and business intelligence research. This is a dynamic opportunity to contribute to high-impact work in a fast-paced, global consultancy environment.

Key Responsibilities

  • Lead and manage complex client projects, overseeing strategic communications, budgeting, timelines, and overall project delivery
  • Cultivate and maintain high-level relationships with government stakeholders, regulatory bodies, and key opinion leaders
  • Spearhead government engagement strategies by identifying key influencers, facilitating senior-level dialogues, and advising clients on regulatory and policy developments
  • Provide expert counsel on government affairs and stakeholder engagement, operating with a high degree of independence
  • Deliver high-impact client materials, including in-depth policy analysis, stakeholder engagement strategies, and executive-level briefings
  • Conduct advanced research and analysis on macroeconomic, geopolitical, and policy issues affecting clients across sectors
  • Lead the development of tailored credential packages and proposals that showcase APCO’s strategic capabilities and industry leadership
  • Monitor emerging trends and policy shifts, represent APCO at industry events, and proactively identify new business opportunities
  • Mentor and supervise junior team members, providing strategic guidance, performance feedback, and ensuring delivery excellence
  • Contribute to internal initiatives and perform other responsibilities as assigned

Requirements & Qualifications:

Education: Bachelor’s degree or above

Experience: 7–9 years of relevant professional experience in a government agency, or a government affiliated organization such as industry association. 

Core Skills:

  • Familiarity with China’s political system, experienced in government outreach, and keen interest in topics relating to policy development
  • Strong analytical skills and solid project management experience
  • Excellent written and verbal communication and presentation skills 
  • Collaborative team player that also has the ability to work independently, take initiative and set priorities 

Languages: Mother-tongue-level proficiency in Chinese and strong English speaking and writing skills required.

Office Environment:

The position will be based in APCO’s Beijing office where the Consultant will work closely alongside approximately 25 Chinese and international colleagues as well as a staff of more than 50 people across Greater China.
