THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $150,000.00-$160,000.00
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Division of Youth and Family Justice (DYFJ) provides a wide range of services and programs for youth at every stage of the juvenile justice process. Our goals are to (a) build stronger and safer communities and advance public safety by preventing juveniles from entering the New York City's juvenile justice system, (b) provide therapeutic treatment and services to youth in our custodial care, and (c) help juveniles access the tools they need to leave the justice system for good. We strive to help families and young people by providing supportive services that are responsive to the needs of individual youth and families.
The Executive Office of DYFJ is responsible for leading the vision, strategic planning, and implementation for DYFJ accordingly to the NYC juvenile justice continuum. The Senior Advisor works closely with all teams to identify process gaps, recommend improvements, and guide implementation, ensuring that all processes align with our organization’s goals and objectives, while reducing administrative time and improving efficiency. MCCU serves as a 24/7 communication hub and call center for the Division of Youth and Family Justice's (DYFJ's) Detention and Placement services and programs.
The Senior Advisor for Strategy and Partnerships will be responsible for establishing and maintaining strong relationships with various levels of government entities, overseeing intergovernmental affairs, and providing strategic guidance in the areas of policy advisory, program evaluation, change management, and key performance indicators. Their expertise in juvenile justice, relationship building, and implementing effective strategies will be essential to advance the agency's mission of serving the needs of young offenders and promoting rehabilitation and reintegration.
The selected candidate will be responsible for performing the following duties, but not limited to:
- Develop and implement training programs for the detention facility staff including mandated internal training, professional development and promotion training for tenured staff and new recruit onsite onboarding and acclimation.
- Provide enhanced training (conflict resolution, crisis intervention, de-escalation, safe crisis management and incident command system training) as an alternative to use of force.
- Support facility leadership in developing corrective action and corrective action plans, ensuring appropriate and measured implementation, consistency, and accountability across the staffing continuum.
- Develop staffing retention and professional development plans and support implementation, integration, and consistency in both facilities.
- Conduct comprehensive evaluations of existing detention staff engagement, supervision and intervention practices, programs and initiative and assessing their effectiveness, efficiency, and alignment with organizational objectives.
- Work closely with Policy, Legal and Compliance teams to develop and recommend strategies to improve policies, procedures, and programs to better serve young offenders and the community.
- Identify areas for improvement, propose strategic recommendations, and monitor implementation.
- Support and guide the facility leadership through organizational change initiatives, such as policy alignment, program enhancements, or systemic improvements.
- Drive quality assurance and quality controls to ensure consistency across facilities.
- Analyze data, identify trends, and provide recommendations for enhancing performance and achieving desired outcomes.
- Develop and implement Key Performance Indicator (KPI) frameworks to measure and monitor facility performance against established goals.

Qualifications
1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional social services or related experience in organizations dealing directly with children and/or adolescents; such as (but not limited to) child welfare agencies, Day-Care, educational institutions, mental health groups, pediatrics, juvenile justice. At least eighteen months of the required experience must be in a supervisor, administrative, managerial or executive capacity.
2. Education and/or experience equivalent to "1" above. However, all candidates must have at least eighteen months of experience in a supervisory, administrative, managerial, or executive capacity. A Master's degree in Social Work may be substituted for one year of the required general experience.
