Job Description
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. Workforce Connect (a division of DYCD) is comprised of a portfolio of Youth and Adult Workforce Development programs, including those that focus primarily on in-school youth such as the Summer Youth Employment Program (SYEP), Work, Learn and Grow (WLG), and Learn & Earn as well as programs for Out-of-School, Out-of-Work (OSOW) community members such as Advance & Earn, Train & Earn, and CRED-NYC. In partnership with NYC Public Schools (NYCPS), and with generous support provided by the Dimon Foundation, DYCD is embarking on a three-year pilot initiative to support SYEP and WLG providers with more capacity to create pathway-aligned work-based learning experiences, offer more opportunities for students in high school to receive school and college credit, and to develop deeper partnerships between schools and providers. The goals of this pilot are to develop recommendations for aligning work-based learning programming across partners, implementing new graduation measures for high school, and creating shared definitions and data infrastructure for measuring student progress and outcomes. DYCD seeks a Deputy Director, Workforce to project manage and liaise with the main partners implementing this initiative. The Deputy Director will be a key member of Workforce Connect collaborating across all teams. This is a three-year grant funded position.
Responsibilities include, but are not limited to:
- Support DYCD in liaising with NYCPS and the Dimon Foundation and reporting on performance and regular progress made towards the goals of the pilot initiative
- Assist the evaluation partner on the pilot initiative with data sharing, facilitation, and key supports to carry out a process and implementation evaluation
- Creating processes for monitoring and scaling academic credit opportunities in work-based learning experiences
- Develop partnerships with CUNY colleges to offer increased and diversified college credit opportunities
- Coordinate with schools and providers participating in this pilot initiative
- Collaborate with the DYCD Employer Engagement team to develop industry hubs that will create more pathway-aligned work-based learning experiences
- Represent DYCD at interagency meetings, convenings, and public events focused on key aspects of this pilot initiative.
- Strong knowledge of workforce development, youth employment, and NYC’s labor market landscape.
- Demonstrated success building and managing government and/or philanthropic partnerships and multi-stakeholder initiatives.
- Experience coordinating evaluations, collecting data, and reporting on qualitative and quantitative measures.
- Excellent written and verbal communication skills.
- Ability to manage complex projects, meet deadlines, and collaborate across sectors.
- Strong facilitation, negotiation, and relationship management skills.

Qualifications
- 1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
- 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
- 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
