JOB PURPOSE: The Director of Human Resources is responsible for planning, directing, and overseeing the operations of the Human Resources (HR) Department and the effective implementation of HR strategies needed to meet the mission and vision of El Rio Health Centers. The Director of Human Resources leads and directs the development, implementation, and evaluation of processes within HR functional areas including Talent Acquisition, Provider Talent Acquisition, Employee Compensation, Organizational Development, Employee Engagement and oversees the operations of centralized education and effective implementation of organizational workforce research, development, and implementation across the organization (including but not limited to departmental workflow, organizational design, career pathway designs and development and coaching for department leaders).The Director of Human Resources is responsible for directing and monitoring assigned staff and projects in order to accomplish goals for the HR Department and El Rio Health.
The primary goal of the El Rio Health Director of Human Resources is to support El Rio’s Mission of providing comprehensive, quality health care that is affordable and accessible to all who may have healthcare needs, by successfully performing the primary essential functions.
Essential Job Functions:
• Directs the operations for various functional areas within the HR department, including Talent Acquisition, Provider Talent Acquisition, Organizational Development / Education / Employee Engagement, and Compensation.
• Responsible for education operations including orientation curriculum, ongoing education curriculum, budgeting, staffing, recruitment.
• Directs and oversees all assigned training programs or projects, administrative and instructional duties, tasks, and assignments supporting departmental or organizational operations within established time frames are completed meeting: established rates of performance for the quality and quantity of work for the position, successful attainment of priorities and objectives, and operations are within the assigned budget; all demonstrating a level of quality, efficiency, and productivity that ensures the highest standards of excellence.
• Directs the development and implementation of HR policies and practices.
• Administers and innovates HR programs and policies that supports organization’s goals and positively engages the workforce.
• Ensures compliance with HR legal requirements, government reporting regulations, and The Joint Commission standards (e.g., ADA, EEO, ERISA, FMLA, OSHA, Wage & Hour, etc.).
• Works collaboratively with leadership and other departments to ensure HR efforts are communicated and easily understood and implemented throughout the organization.
• Develops and implements comprehensive talent acquisition strategies to ensure recruitment and retention goals are met.
• Plans and directs training, coaching, and professional development to engage and develop the workforce.
• Administers Organizational Development on developing modules, tools, and resources for El Rio staff.
• Partners with external consultants to develop and implement comprehensive compensation.
• Provides salary recommendations and ensures pay practices remain equitable and competitive.
• Plans and directs the overall design, implementation, communication, and administration of the organization’s benefits programs.
• Develops and provides custom reports on HR and organizational metrics.
• Achieves operational objectives by contributing information and analysis to functional strategic plans and reviews by:
◦ preparing and completing action plans.
◦ implementing production, productivity, quality, and customer-service standards; and
◦ supports managers and team members with completing audits, determining system improvements, and implementing change.
• Creates a work environment of professional practice by encouraging innovation and collaboration, actualizing human caring, eliciting commitment to excellence, demonstrating a respect for diversity.
• Maintains professional relations by facilitating open channels of communication with other organizational leaders, other departments, physicians, and ancillary personnel to promote excellence in service throughout the organization.
• Contributes to organizational effectiveness by identifying short-term and long-range HR issues that must be addressed, providing information and commentary pertinent to deliberations, recommending options and courses of action, and implementing directives.
• Establishes strategic HR goals by gathering pertinent business, financial, service, and operations information; identifying and evaluating trends and options, chooses a course of action and evaluates outcomes.
• Analyzes proposed legislation, regulations, or rule changes to determine how the organization HR operations could be affected.
• Acts as a consultant to senior leadership regarding the interpretation of HR policies and procedures, as well as federal, state, and local HR regulations.
• Provides guidance and expert advice to management or other groups on technical, systems, or process-related topics.
• Prepares executive summaries to inform leadership of the status and implementation plans of HR initiatives.
• Accomplishes staff results by communicating job expectations; plans, monitors, coaches, develops, and disciplines staff, as necessary.
• Maintains staff by recruiting, selecting, orienting, and training employees; provides personal growth opportunities to staff.
• Completes operations by:
◦ Organizing workflow to accomplish established objectives.
◦ Delegating responsibility
◦ Evaluating subordinates effectively
◦ Implementing productivity standards
◦ Resolving operations problems
◦ Maintaining reference manuals
◦ Administering necessary discipline
• Provides information to leadership, supervisors, co-workers, and subordinates by telephone, in written form, e-mail or in person as deemed most effective and appropriate.
• Maintains a clean, safe, and hygienic work environment in compliance with all Policies and Procedures including but not limited to work areas, workstations, examination rooms, hand washing, infection prevention and control etc. for this position.
• Demonstrates an understanding of and proficiency with the application of all compliance and reporting requirements respective to The Joint Commission Certification (JCC) standards.
• Controls expenses by gathering and submitting budget information, scheduling expenditures, monitoring variances, and implementing corrective actions.
Other Duties and Responsibilities:
• Support the operations in a leadership role for various functional areas within the HR department, including Payroll, Benefits, Human Capital Management System (HCMS), Employee / Labor Relations and Credentialing.
• Maintains and expands professional and technical knowledge by influencing policy formulation through:

◦ maintaining relationships with community groups
◦ benchmarking state-of-the-art practices
• Maintains a safe and healthy work environment by establishing and enforcing organization standards and by adhering to legal regulations.
• In support of the Mission and Vision of El Rio Health, will at all times represent themselves as a professional role model of El Rio Health serving as a positive informational source for members of the community.
• Supports El Rio by participating in community events which promote good health, and which contribute to a broader awareness and understanding of El Rio Health and the many services provided to the community.
• Participates in all appropriate health care activities related to El Rio Health on a local, state, and national level to maintain and enhance El Rio’s image with health agencies, professional associations, and the public.
Minimum Education and Experience:
• Bachelor’s Degree in Human Resources, Business, Organizational Development or a related field from an accredited college or university.
• Seven (7) years’ of experience in leadership of Organizational Development.
• Seven (7) years’ experience in leadership of full cycle of Provider Recruiting.
• Seven (7) years’ experience in leadership of Payroll, Benefits, Employee / Labor Relations and Credentialing.

If applicable, equivalent combination of education and experience may be considered, and must be directly related to the functions and responsibilities of the job.
Required Licenses, Certifications, and Registrations:
• SHRM-CP, SHRM-SCP, PHR, or SPHR certification
• Level I fingerprint clearance card: current valid and in good standing or have applied for it within seven working days after beginning employment.
• Employees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid driver’s license and must be in compliance with Arizona vehicle insurance requirements.
Preferred Education, Experience, Skills, Abilities:
• Master’s Degree in Human Resources, Business, Organizational Development or a related field from an accredited college or university.
• Ten (10) years’ of experience in leadership of Organizational Development.
• Ten (10) years’ experience in leadership of full cycle of Provider Recruiting.
• Ten (10) years’ experience in leadership of Payroll, Benefits, Employee / Labor Relations and Credentialing.
• Bilingual (English/Spanish) with the ability to speak, read and write in both languages
