Position Summary
The IT Asset and Business Analyst is responsible for overseeing the lifecycle of agency-owned IT assets, ensuring compliance with state property accounting requirements and internal audit standards. This position serves as the primary administrator for ServiceNow Hardware Asset Management (HAM), developing and maintaining processes that track assets from request through disposal. The role coordinates with procurement, finance, and IT teams to reconcile purchase orders, manage software and hardware inventories, and ensure accurate reporting across ServiceNow, CAPPS, and SPA systems.
The specialist also supports the agency’s compliance and risk management efforts by leading audits, attestations, and contract renewal tracking, while continuously improving workflows to enhance operational efficiency. This position requires a blend of technical, analytical, and process management skills to maintain accountability, optimize resource utilization, and support the agency’s mission-critical IT operations.
Performs advanced (senior-level) business analysis work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Work involves planning and analyzing user requirements, procedures, and problems to automate processing or improve existing systems.
- Manages the full lifecycle of IT assets (hardware and software), including acquisition, deployment, maintenance, inventory control through stockrooms, tracking, reclamation, and disposal, in accordance with state property and accounting requirements. This includes administering stockroom operations, establishing distribution channels and replenishment rules, and ensuring accurate tracking of consumables and loaner equipment to maintain operational readiness.
- Administers and enhances the ServiceNow Asset Management modules to support accurate asset data, streamlined workflows, and compliance-driven reporting. Develop and maintain catalog items, lifecycle processes, and attestation activities to enable efficient asset requests, transfers, and disposal while reducing manual workload.
- Coordinates centralized tracking of software licenses and entitlements, ensuring compliance with contract terms and agency policies. Proactively monitor renewals, mitigate risks of lapses, and work with procurement and IT teams to align license management with operational needs and fiscal responsibility.
- Leads and conducts bi-annual inventory audits and attestations, reconciling ServiceNow asset records with CAPPS, SPA, and physical inventory. Ensure compliance with audit requirements, resolve discrepancies, and produce accurate reports that support agency accountability.
- Analyzes and improves asset management processes and policies to support efficiency, fiscal responsibility, and compliance with state and agency standards. Provide technical guidance and training to stakeholders to ensure adherence to established procedures and best practices.
- Manages IT purchase requests and purchase order tracking within ServiceNow, ensuring alignment with agency procurement policies. Collaborate with IT, Finance, and Administration to ensure requests are processed efficiently, assets are properly tracked, and financial records remain accurate.
- Maintains accurate synchronization of asset data across ServiceNow, CAPPS, SPA, and other systems of record. Develop and deliver reports and dashboards to support leadership decision-making, compliance reviews, and operational planning.
- Performs other work-related duties as assigned.
- Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, management information systems, or business administration or a related field.
- Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma required).
- Minimum of five (5) years of hands-on experience in IT hardware asset management, including inventory, lifecycle, and compliance processes.
- Minimum of five (5) years of experience conducting or coordinating asset audits and attestations for compliance purposes.
- Minimum of one (1) year of experience with ServiceNow Hardware Asset Management (HAM) module, including asset requests, stockroom operations, purchase order reconciliation, and disposal workflows.
- Experience managing IT asset lifecycle processes within a large, distributed organization or government agency.
- Experience in ServiceNow administration and development (e.g., workflow customization, catalog design, data model extensions).
- Familiarity with state procurement systems such as CAPPS and SPA.
- Participation with IT development or operations teams.
- Knowledge in IT asset lifecycle management practices, including request, fulfillment, inventory, reclamation, and disposal.
- Knowledge in principles of audit compliance, data accuracy, and accountability in IT asset tracking.
- Knowledge of State of Texas property accounting rules, surplus/disposal requirements, and related compliance standards.
- Knowledge of ServiceNow Hardware Asset Management (HAM) functionality, including asset models, stockrooms, reservations, purchase orders, and disposal workflows.
- Knowledge of ServiceNow system administration concepts, catalog management, and workflow design.
- Skill in designing and implementing asset management processes that balance compliance with efficiency.
- Skill in building and maintaining accurate inventory and consumables tables, stock distribution rules, and automated replenishment.
- Ability to reconcile purchase orders, transfers, and disposal records across multiple systems.
- Ability to develop reports, dashboards, and attestations to support audits and decision-making.
- Ability to collaborate with cross-functional teams (IT, Finance, Procurement, Administration) to align processes and resolve discrepancies.
- Ability to manage multiple tasks and deadlines with attention to detail and accuracy.
