Job Overview

Performs managerial, administrative, and professional duties related to the management and operations of multiple libraries. Oversees development, implementation, and evolution of library public service operations. 

Ideal Candidate

The Library Programming Manager is part of the Library Public Services Senior Leadership Team and oversees all programming events, classes, and learning activities for all ages within the library system. 

The Library Programming Manager is responsible for: 

  • Planning, developing, and implementing efficient programs and systemwide projects and initiatives. 
  • Serving as part of the library's management team and engaging in long range and strategic planning, including work and project plans. 
  • Providing leadership to the Early Literacy Team and the Learning Experiences Team. 
  • Participating in organizational development and the formulation of public service policy and procedures in the area of library programming. 
  • Providing regular communication to staff, management, executives, and external agencies and departments regarding the status of programs and projects. 
  • Participating in the recruitment and hiring of staff, providing performance management, and supporting employee career development. 

The ideal candidate will have a Master's degree in Library Science and at least four years of professional Library experience in public libraries planning, developing, and administering public programs, including at least two years of experience in a supervisory management role. 

Bilingual skills (speaking and writing proficiency in English and Spanish) are highly desirable. 

Starting Salary

$82,804 - $107,640

Minimum Qualifications Required

  • Master's degree in Library Information Science from an accredited university or college; AND
  • Four years post-MLIS expedrience, including at least 2 years in a supervisory management role; OR 
  • An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only; does not include legally required licenses or certifications); AND 
  • Possession of a valid Florida driver's license.

Duties And Responsibilities

  • Coordinates, plans, develops, implements, and evaluates public library service in the areas of operations, planning, analysis, measurement, and personnel management.
  • Serves as a member of the management team and participates in strategic planning, organizational development, regulatory compliance, and the formulations of public service policy and procedures. 
  • Participates in development of the library budget and planning for new facilities and services. 
  • Administers the performance appraisal process at assigned libraries by rating and reviewing performance of subordinate professional staff and coaching, training, counseling, and evaluating performance. 
  • Furthers the library's mission through communication with customers and citizens by representing the library at professional, community and civics groups, government agencies and regulatory entities, and responding to customer and staff concerns. 
  • Participates in the recruitment and hiring of staff. 
  • Pursues innovative and/or technological advances in the delivery of library services for more efficient and effective operations. 
  • Assumes project management duties for special projects. 
  • Other related duties as assigned. 

Job Specifications

  • Critical Thinking: Engages in objective analysis to evaluate service priorities by library location, developing policies based on best practices, organizing, and planning staffing models and schedules. 
  • Decision Making: The position has a wide latitude to make timely and functional decisions based on the department's goals and objectives as outlined in the strategic plan and to ensure quality service delivery. 
  • Communication: Requires excellent oral and written communication skills with the ability to adjust as required by the audience; must prepare written documents of great complexity as well as policies and procedures for subordinate staff to follow. 
  • Strategic Planning: Work as part of the management team to provide leadership in the area of both short and long-term planning for services, staffing, facility needs, and collaboration with community partners. 
  • Leadership: Identify priorities and develop a vision for service in the assigned area of responsibility, develop and deliver library specific training programs for staff, provide direction, evaluation, and recommendations to senior management on topics related to best practices in library service. 
  • Managerial/Operational Skills: Uses subject area expertise to plan, organize, coordinate, and ensure the smooth and safe operation of public library branch or department locations. 
  • Analytical Ability: Skilled at performing analysis and the ability to apply logical thinking in order to solve complex problems, resolve conflicts, evaluating services and situations. Apply the principles and practices of quality public library service. 
  • Managing Complexity: Knowledge of the role of the public library, the services it provides to a diverse clientele in an environment of rapid change. Reviews and acts on customer service issues. Coordinates with other external and internal units/sections to ensure efficient flow of communications and services. 
  • Knowledge of the principles and practices of library management and ability to apply to department public services. 
  • Knowledge of library functions, services, activities, requirements, and objectives of the department's public service projects. 
  • Knowledge of federal, state, and local regulations pertaining to projects. 
  • Skill in applying existing library policies and procedures to project management and in creating new approaches to develop and modify work plans, methods, and procedures as they relate to public services. 
  • Skill in the application of supervisory techniques; administers the performance appraisal by rating and reviewing performance of subordinate professional staff and coaching, training, counseling, and evaluating performance. 
  • Ability to establish and maintain constructive and cooperative interpersonal relationships with staff, peers, management, other County departments, vendors, contractors, and local stakeholder groups to accomplish the library's mission. 
  • Ability to collect, organize, and analyze data, and make logical decisions. 
  • Ability to communicate effectively both orally and in writing in order to present information, prepare a variety of reports, and adjust as required by the audience. 
  • Ability to identify relationships that explain facts, data, or other information, and make correct inferences or draw accurate conclusions as it relates to fulfilling the department's vision and initiatives. 
  • Ability to take a long-term view and recognize opportunities to help Library Services accomplish its objectives. 
  • Ability to remain calm and provide guidance to subordinate staff as situations arise. 

Physical Requirements

  • Primarily indoor office environment. Travels to branches, work sites. 
  • Frequently sitting at a desk or table. Occasionally standing or walking. Intermittently sitting, standing, or stooping. 
  • Must be able to lift, push, pull, stand, bend, kneel, sit, stoop, crouch, balance, and walk for extended periods of time. Sitting at computer workstations for extended periods of time. Ability to handle materials weighing up to 35 pounds. 

Work Category

  • Light Work - Exerting up to 20 pounds of force frequently, and/or negligible amount of force to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work. 

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during, or after the emergency/disaster.
