Job Description:
We are seeking a Senior Functional Analyst to provide strategic guidance and analytical expertise in support of federal programs. In this role, you will serve as a trusted advisor to both client leadership and technical teams, helping to define requirements, optimize business processes, and ensure solutions align with mission priorities. The Senior Functional Analyst leverages deep experience in government operations and systems to anticipate challenges, recommend improvements, and translate complex needs into actionable outcomes. This position offers the opportunity to influence program direction, mentor junior analysts, and play a critical role in driving mission success through effective collaboration and problem-solving.
What You Will Do:
- Leads efforts to analyze user needs and define functional and cross-functional requirements for complex federal systems and programs.
- Performs functional allocation to identify required tasks, dependencies, and interrelationships, ensuring alignment with program goals.
- Identifies and recommends resources required for each task and assists in planning and prioritization activities.
- Develops and validates functional specifications, business rules, and process flows to guide solution development.
- Collaborates with architects, engineers, and program leadership to ensure functional requirements are properly integrated into system design.
- Facilitates requirements-gathering sessions, workshops, and validation activities with senior stakeholders.
- Maintains requirements traceability throughout the lifecycle, ensuring compliance with federal governance standards.
- Provides recommendations for process optimization, risk mitigation, and operational improvements.
- Mentors junior analysts and provides guidance on requirements best practices.
- Ensures all functional requirements and documentation meet federal standards, policies, and compliance frameworks.

What We Need:
- Bachelor’s degree in Business, Information Systems, or related field (or equivalent experience).
- Minimum of 8 years of experience as a functional analyst, business analyst, or in a related discipline, with significant support for federal programs.
- Proven expertise in functional requirements analysis, allocation, and resource identification.
- Demonstrated ability to lead requirements definition, validation, and traceability across complex, multi-stakeholder environments.
- Strong knowledge of federal governance, compliance standards, and documentation requirements.
- Experience developing detailed functional specifications, process flows, and traceability matrices.
- Familiarity with Agile, Waterfall, and hybrid methodologies, including backlog refinement and acceptance criteria development.
- Strong facilitation, leadership, and communication skills with experience engaging senior stakeholders.
- Ability to mentor and guide junior analysts in functional analysis and requirements management.
- Commitment to continuous improvement, best practices adoption, and alignment with organizational strategy.
