This position is a member of our Water Supply Division.
Here’S What You’Ll Be Doing
- Complete technical work related to implementation of state and federal wastewater regulations for the Emergency Preparedness and Response Section in the Water Supply Division (WSD) of the Texas Commission of Environmental Quality (TCEQ).
- Conduct, plan, and coordinate on-site and/or in-office technical design and treatment evaluations, optimization assessments, sampling and analyses, quality control and review on routine to senior level information from wastewater treatment facilities to ensure compliance with applicable laws, regulations, policies, and procedures; and follow up with appropriate preventative measures and recommendations for optimizing treatment plant performance under minimal supervision with extensive latitude for the use of initiative and independent judgement.
- Utilize, develop, and oversee program guidance and processes and data, maintain quality control, and provide information related to the optimization of wastewater and wastewater treatment facilities.
- Provide technical assistance, training and mentoring to staff, and internal and external customers. Serve as a senior-level technical and regulatory resource for wastewater treatment facilities.
- Conduct emergency response to support wastewater facilities due to natural disasters, treatment or infrastructure distress, or failures. Provide customer service to increase their financial, managerial, and technical capacity and assist them toward compliant operations or optimized performance through on-site and/or remote training events, verbal communication, correspondence, reports, meetings, presentations, and responses to the Public Information Requests (PIR).
Qualifications
Key Qualifications
- Experience writing, interpreting and/or implementing rules, regulations, policies, or procedures.
- Experience managing compliance of a regulated entity with state or federal requirements.
- Experience leading, coordinating, and/or managing groups or projects.
- Experience editing or preparing technical documents (e.g., reports, correspondence, and/or recommendations) for technical and non-technical audiences.
Education & Experience Qualifications
A bachelor's degree from an accredited college or university, with a major in a natural or physical science, engineering, environmental studies, or related field, plus six years of full-time experience in environmental activities.
One year of full-time experience in the field of environmental activities may be substituted for each year (30 semester hours) of the required education.
Or
A master’s degree from an accredited college or university in the degrees listed above, or related fields plus five years of the required experience.
Or
A doctorate degree from an accredited college or university in engineering, science, environmental science, or related fields plus four years of the required experience.
Or
Two years of full-time experience as a Natural Resources Specialist IV at the TCEQ.
Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Natural Resources Specialist V state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Natural Resources Specialist V series.
Work Schedule
Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
Individual and work group schedule determined by the TCEQ Water Supply Division.
