Brief Position Summary

Performs advanced (senior-level) managerial work providing direction and guidance in the strategic operations, planning and activities of the Government Affairs Office for the Texas Military Department (TMD).  Work involves establishing TMD’s strategic plan and goals and objectives; coordinating and evaluating legislative activities, developing guidelines and procedures; establishing priorities, standards, and measurement tools for determining progress in meeting goals.  Plans, assigns, and supervises the work of others. This position is jointly supervised by the Adjutant General and the Adjutant General's Executive Officer, ensuring alignment with both operational and strategic priorities. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

WORK SCHEDULE: Monday-Friday, 8 Hours a day, 40 hours a week

Essential Job Functions And Responsibilities

  • Directs program activities and provides guidance to the Government Affairs staff overseeing complex administrative functions of the agency.
  • Directs all TMD activities related to the legislative session; attends legislative hearings; and meets with legislators, legislative staff and other legislative liaisons.
  • Oversees the monitoring of legislative issues and the status of legislation affecting TMD.
  • Represents TMD in interactions with the Office of the Governor, legislators and legislative staff members, coordinates agency interaction and develops legislative testimony.
  • Oversees the preparation of bill analyses and summaries, and directs the preparation, development, review and revision of legislation and fiscal notes.
  • Oversees the preparation of administrative reports, studies and specialized research projects related to newly enacted laws and pending state and federal legislation.
  • Oversees communication with legislative support and executive agencies; coordinates responses to legislative inquiries and reviews and edits legislative correspondence.
  • Advises the Command Group and appropriate staff of potential problems regarding legislation and develops written and verbal communications addressing the issues.
  • Oversees or conducts reviews to determine agency compliance with certification requirements, laws, regulations, policies and procedures.
  • Plans, implements, coordinates, monitors, and evaluates policies and procedures for communicating with legislators, staff, federal, state and local agencies and officials; and monitors compliance with policies and procedures.
  • Develops and implements techniques for evaluating department activities.
  • Establishes goals, objectives and long-range plans; develops and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
  • Identifies areas of needed change and makes recommendations to improve operations.
  • Directs the development of legislative initiatives, budget and policy for state and federal regular and special legislative sessions.
  • Develops, evaluates and approves program budget requests, monitors budget expenditures, and makes adjustments as necessary; ensures that requirements are met.
  • Identifies and oversees the development of legislative training needs.
  • Plans, assigns, and supervises the work of others.
  • Manages staff development plans and activities.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.

Qualifications

 

Minimium Qualifications

Education:

  • Graduation from an accredited four-year college or university is required (See Substitution).

Preferred Education:

  • Graduation from an accredited four-year college or university with major course work in public administration, political science, government or related field is preferred.

Experience:

  • Six years of full-time experience identifying and monitoring proposed legislation and assessing potential legislative impact is required.
  • Seven years of managerial experience is required.
  • Experience using software applications to track legislation is required.
  • Experience using Microsoft Office applications to include Word and PowerPoint are required.

Preferred Experience:

Substitutions:

  • Additional years of experience identifying and monitoring proposed legislation and assessing potential legislative impact may substitute for the required education on a year per year basis up to four years.

Registration, Certification Or Licensure:

  • Valid Driver's License* is required. *The ability to obtain a Texas Driver's License will be required within the first 30 days of employment. A satisfactory driving record is required for operating, personal, state or federal vehicles to conduct agency business.

PHYSICAL/WORKING CONDITIONS
Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. This position requires up to 25% travel to and from the Texas State Capitol and the National Capitol to conduct business during legislative sessions. Work requires extensive use of a personal computer and telephone. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 25 pounds.
