1. Role and responsibilities
To oversee NRC logistics operations at the North Area Office (Kyiv, Chernihiv, Shostka) mainly focusing on stock, asset and fleet management.

Generic responsibilities

  • Adherence to NRC policies, guidance and procedures. 
  • Implement NRC’s systems and procedures at the area level.
  • Ensure adherence to NRC policies, handbooks, guidelines and donor requirements.
  • Prepare and submit reports and analyses.
  • Ensure proper filing of all support documents.
  • Advice line managers in Logistics related procedures and provide training for the logistics assistants.
  • Conduct and follow up daily operational logistic activities, manage, train, and develop Area Office drivers as required.
  • Ensure development and implementation of administrative systems and procedures.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
  • Focus on anti-corruption, transparency and cost-efficiency in all processes (e.g. in procurement, vehicle management, asset management).

Specific responsibilities

  • Plan and execute logistics activities to ensure the effective use of NRC resources, in line with NRC procedures and operational needs.
  • Coordinate closely with other Support functions (Finance, Procurement, HR/Admin) and with Access and HAS teams for permits/approvals related to vehicles and goods movement.
  • Support the Area Support Manager in managing, evaluating, and reporting on fleet management activities and overall logistics performance.
  • Supervise the management of the NRC fleet at the field office level, ensuring vehicles are used and maintained in accordance with NRC Logistics Handbook and country-level policies.
  • Ensure proper filing and compliance for all vehicle and driver documentation (registration, insurance, licenses, permits, etc.).
  • Oversee the full cycle of goods delivery from/to NRC stock, suppliers, and other locations (requisitioning, receiving, storing, issuing, and delivery).
  • Supervise the management of asset storages in the North Area Office (Kyiv, Chernihiv, Shostka) and ensure regular monthly inventories.
  • Lead, supervise, and support Logistics Technical Assistants and Drivers, ensuring compliance with NRC rules and internal regulations.
  • Provide logistics-related training and guidance to program staff in the North Area Office as required.
  • Contribute to partnership activities by providing feedback, guidance, and review of logistics-related processes.
  • Ensure timely preparation and submission of logistics reports to relevant stakeholders.
  • Manage logistics aspects of office openings, closures, or relocations.
  • Report any potential fraud cases to the Line Manager.
  • Perform any other duties as assigned by the Line Manager

2. Competencies

Professional competencies

  • Bachelor’s degree in relevant field.
  • 2-3 years of experience working in logistics, preferably for humanitarian organization.
  • Previous experience from working in complex and volatile contexts.
  • Good in English (mandatory).

  • Strategic thinking.

  • Ability to plan his/her activities
  • Valid driving license B (desirable)

Context/specific skills, knowledge and experience:

  • Previous experience from working in complex and volatile contexts
  • Fluency in Ukrainian and Russian essential
  • Pre-intermediate / intermediate proficiency in English, both written and verbal, essential
  • Willingness to work in demanding, stressful situations with respect for basic security rules with frequent travels.
