We are seeking a Shelter & WASH Officer to support the day-to-day implementation of Shelter and WASH activities across the West Bank, with a focus on the northern governorates. The role involves conducting technical assessments, preparing project tools and reports, monitoring implementation, and ensuring quality control in line with NRC policies and standards. The Officer will actively engage in community mobilization, coordination with partners and authorities, and contribute to emergency response when needed. The position requires strong commitment to accountability, protection, gender, and environmental considerations in all aspects of project delivery.

 

The core responsibilities of the Shelter & WASH Officer focus on the following areas:

Generic Responsibilities:

  • Implement delegated Shelter & WASH project portfolio according to plan of action.
  • Prepare and develop status reports on the progress of project activities as requested by the supervisor or management.
  • Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.
  • Cooperate with relevant partners, WASH and Shelter clusters, and local authorities in line with project activities.
  • Conduct regular monitoring field visits and participate actively in the overall project monitoring process. 
  • Contribute to implementation of Safe and Inclusive Programming and community feedback mechanism and sphere minimum standards across your area of work

Specific Responsibilities:

  • Support the Shelter & WASH team in the development of Shelter & WASH implementation projects and work plan (technical assessments, accurate drawings, reports, scope of work, Bill of Quantities).
  • Conduct field assessments and report field level progress in implemented activities based on implementation work plan.
  • In collaboration with Shelter &WASH Coordinator, monitor project budgets by regularly comparing planned vs. actual expenditures, ensuring alignment with work plans and donor requirements. Identify and report variances promptly, proposing corrective actions to maintain efficient and timely implementation.
  • Build and maintain relevant strong relationships with government, UN, and INGO actors for strategic and programmatic purposes
  • Ensure technical quality control in implementation, both at household and community level.
  • Participate in emergency response activities, including rapid assessments, emergency distributions, cash and market-based interventions , working within the humanitarian response framework. 
  • Support the efficient and cost-effective use of NRC’s assets and resources in order to maximise funding to beneficiaries.
  • Ensure protection, gender, and accountability to affected populations (AAP) are integrated throughout planning and implementation, including timely response to community feedback and complaints.
  • Ensure environmental considerations and climate-sensitive approaches are integrated into implementation, in line with NRC and donor policies.
  • In collaboration with Shelter &WASH Coordinator and Programme Specialists, support capacity building of local partners, contractors, and community committees in technical standards, safe programming, and accountability.

 

These are skills, knowledge and experience that are important for effective performance:

Generic Professional Competencies: 

  • At least 3 years’ experience working in a humanitarian/recovery context holding similar responsibilities in an officer position.
  • Demonstrated experience with field level implementation, monitoring and evaluation of activities.
  • Goodcommand of English language, both written and verbal.

Context/ Specific Skills, Knowledge And Experience: 

  • Bachelor’s degree in civil engineering or any relevant field.
  • Knowledge in both technical/engineering and social/protection aspects of project implementation.
  • Experience supervising construction, WASH and Shelter projects and shelter/WASH activities.
  • Fluency in Arabic and English, both written and oral.
