General Description:
The Program Records Team Lead performs highly complex (senior level) consultative services and technical assistance work within program applications (Square9, StateVet, CVI Central, TexCore, EMRS) reporting to the Director of Program Records. Work involves planning, developing, and implementing major Animal Health Surveillance Programs and providing consultative services, report generation, some data analysis, and technical assistance to program staff, government agencies, community organizations, and the public. Provides routine administrative support and assists the supervisor in training staff, developing training materials or topic aids, and other administrative tasks. Provides guidance to others within the department, working under limited supervision, with moderate latitude for the use of initiative and independent judgment. May represent the agency by public speaking and providing outreach at conferences or agency meetings. May handle confidential and sensitive information.
Essential Job Functions:
• Serves as Team Lead for Program Records assigning tasks, setting priorities, and monitoring projects and task progress for team members, including addressing any issues that arise.
• Monitors enrollment and eligibility of Texas premises into state and federal animal health and disease surveillance programs and coordinates with other agencies and TAHC departments as necessary.
• Coordinates and collaborates with field personnel to process verified livestock and poultry entry permits.
• Organizes and assists in training others to perform various data entry functions and administrative tasks.
• Assists the Director of Program Records with generating and maintaining regular animal movement reports, disease surveillance reports, and program reports (swine programs, cooperative reporting, market reports, etc.).
• Assists with escalated customer service inquiries and researches information to resolve highly complex issues.
• Assists with Data Entry Accuracy Monitoring by reviewing and verifying data entered by operators into program databases.
• Provides advice and counsel to team members by interpreting policies, procedures, rules, and regulations.
• Maintains and archives records and files for relevant agency programs and follows applicable retention policies.
• Administers and distributes permits and permit information to field personnel.
• Works in Epidemiology Department as assigned to provide liaison coverage and services as needed. Coordinates Epidemiology Department/Program Records Department cross training with the Epidemiology Disease Surveillance Team Lead.
• May work with the Executive Assistant of Animal Health Programs (AHP) to report up to date animal movement. summaries as needed by the AHP department and Deputy Executive Director.
• Assists with emergency management activities, as needed.
• Performs other related duties as assigned.
Qualifications
- Minimum Qualifications:
- • Graduation from an accredited four-year college or university with major course work in animal science or agricultural field of study.
- • Three (3) years’ experience in administrative work involving detailed record-keeping and information systems.
- • Experience in agriculture or animal science.
- Preferred Qualifications:
- • Five (5) years’ experience in administrative work involving oversight of detailed record-keeping, permitting, and/or information surveillance systems.
- • Two (2) years’ experience as a team leader.
- • Experience in animal agriculture, with domestic production animals, and/or regulated animal movements.
Experience and education may be substituted for one another on a year for year basis.
Knowledge, Skills and Abilities: Must have exceptional skills in written and verbal communication and the ability to communicate effectively and efficiently with diverse audiences. Skill in using personal computer word processing and spreadsheet software applications and performing numeric calculations. Ability to handle high-level programmatic issues; to analyze and solve work-related problems; to communicate effectively; and to provide guidance to others. Must be detail-oriented with excellent organizational and time management skills.
IMPORTANT: The TAHC is an emergency response agency. This position plays a key role in the agency’s emergency management activities. As a first responder, this position is subject to participate in rotating temporary duty assignments away from the regular designated headquarters for up to two weeks at a time. This duty may involve working in adverse conditions; may require irregular working hours and overtime; and may include duties other than those specified in the standard position description.
Other Requirements: Must have a valid Texas driver’s license and safe driving record. Employment of selected candidate is contingent upon the receipt of an acceptable criminal background check and an acceptable moving violation record from the Texas Department of Public Safety. Must have reliable transportation. Mileage reimbursed at current allowance rate. Must be flexible in adjusting work schedule as needed and to travel occasionally (some overnight).
