About The Division

General Description

We are looking for an experienced Project Manager to assist in implementing and managing marketing and outreach for the newly established Education Savings Account (ESA) Program created by Senate Bill 2,  89th Legislative Session, under the direction of the program manager of the ESA division. You will manage the work of 2-4 grassroots outreach staff. Working in a fast-paced environment, you will collaborate with management and the outside organization that will administer the program, to coordinate and implement a marketing and outreach plan that will promote knowledge of and participation in the program throughout the state of Texas. Strong communication skills, with extreme attention to detail and quality, and a proven record of successfully conveying ideas and concepts in a marketing environment are crucial for this position.

Work Hours

8 a.m. to 5 p.m., Monday through Friday, 40 hours. Weekend and/or late-evening work may be required.  Actual work hours may change based on business need.  Must be able to work flexible hours during legislative sessions and as needed. The position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Minimum Qualifications

• • Bachelor's degree in business, marketing, public administration or a related field.
• • Ten (10) years of experience in performing work related to marketing, outreach or program coordination.
• • Five (5) years of working experience in project management.
• • Five (5) years of working experience in personnel management or supervision.
• • Five (5) years of experience with Microsoft Office.

Preferred Qualifications:

• • Experience with development and/or implementation of marketing plans.
• • Experience with MAC computer.
• • Experience with public speaking.
• • Experience with analysis of marketing outcomes.

Substitutions:

Five (5) additional years of marketing or outreach experience may substitute for thirty (30 semester hours) of the required education with a maximum substitution of 60 semester hours (two years).

Licenses/Certifications (Required)

A valid Texas (or state of residency) driver’s license and a satisfactory driving record are a condition of employment. Applicants offered an interview must present the following documents at or before the interview: A state issued driving record for the last 36 months, A valid Texas driver’s license (or state of residency driver’s license), and current proof of automobile insurance.

In This Role You Will:

• Leads development and implementation of the annual marketing and outreach plan for the ESA program, with a goal of statewide coverage and targeted outreach to priority groups including low-income Texans and parents of children with disabilities. 
• Assists in implementation of strategic direction for the program.
• Provides guidance to ESA grassroots staff on performance of outreach and marketing strategies and goals.
• Oversees design, redesign and maintenance of program website(s), social media, and other communication platforms such as press releases, and legislative and executive briefing materials.
• Coordinates with ESA grassroots staff, CEAO, outside marketing firm and management to design and produce quality and comprehensive marketing collateral for the ESA program. Plays lead role in quality control of all marketing documents and websites.
• Oversees compliance with program policies, statutes and legal requirements. Tracks and maintains current trademarks for ESA program. Works closely with Fiscal and Agency Affairs Legal Services and outside marketing firm to ensure compliance with program and legal requirements.
• Performs other related duties as assigned.
