General Description
Performs advanced (senior-level) managerial and consultative work overseeing the statewide continuum of care for youth and family services. Work involves directing the efforts of seven Regional Continuum of Care Coordinators to ensure effective coordination of parole and probation supports, community-based service delivery, implementation of approved TJJD treatment programming, and development of local and regional systems of care.
The Continuum of Care Manager provides statewide leadership for continuum of care development, including strategic planning, capacity building, system integration, training, technical assistance, and implementation support. The Manager ensures that services are evidence-based, trauma-informed, and responsive to the needs of youth and families involved in or at risk of involvement with the juvenile justice system.
Reports to the Director of Statewide Youth Services Continuum, and works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
Essential Duties
Directly supervises and supports (7) seven Regional Continuum of Care Coordinators, ensuring consistent quality, accountability, and alignment with agency goals.
Guides statewide strategic planning for juvenile justice prevention, diversion, reentry, and rehabilitation services.
Directs statewide capacity building efforts to expand availability of evidence-based, community-based, and trauma-informed services.
Ensures integration of services across state, local, and regional child-serving agencies and organizations, including TEA, DFPS, HHSC, LMHAs, non-profits, juvenile courts, law enforcement, workforce development, and universities.
Provides direction for statewide implementation of recommendations from the TJJD OJJDP Continuum of Care report, the 10-Year Strategic Plan, and the TJJD Regionalization Plan.
Oversees training and technical assistance provided to local probation departments, regional collaboratives, and providers, including areas such as Trust-Based Relational Intervention (TBRI), Dialectical Behavior Therapy (DBT), Texas Model principles, and protective factor development.
Reviews regional reports and data; ensures that outcome metrics and performance indicators are met and that regional work plans are aligned with statewide goals.
Works in partnership with Regional Administrators, county leadership, and statewide stakeholders to maximize use of TJJD and other state agency resources.
Advises the Director of Statewide Youth Services Continuum on policy, program, and budget matters related to the continuum of care.
Serves as a statewide liaison and representative for continuum of care efforts at conferences, interagency workgroups, and legislative briefings.
Performs related duties as assigned.
Performs all duties in compliance with agency safety policies and procedures:
- Reports safety hazards and corrects hazards when possible.
- Completes required documentation in the event of an accident/injury within requested time frames.
Will be required to travel up to 50% of the time.
Actively embody and support the Texas Model by demonstrating its core values in daily tasks and interactions with others.
Qualifications
Minimum Qualifications
Master’s degree with major coursework in Social Work, Sociology, Psychology, Guidance and Counseling, Criminal Justice, Family Relations, Rehabilitation, Social Sciences, Public Administration, or a related field. Five (5) years full-time wage-earning experience in case/treatment planning, service coordination, program management, or similar youth or adult justice-related work, including at least three (3) years in a supervisory or managerial capacity.
OR
Bachelor’s degree in one of the above fields, and nine (9) years of full-time wage-earning experience as described above, including at least five (5) years in a supervisory or managerial capacity.
Required:
- Valid state driver’s license.
- Completion of Criminal Justice Practitioner (CJP) online course through DPS within six months of employment.
Preferred Qualifications
- Seven (7) or more years of progressive supervisory or management experience.
- Mental health professional licensure with the Texas Behavioral Health Executive Council.
- Mental health professional licensure as a board approved supervisor with the Texas Behavioral Health Executive Council.
- Experience collaborating with state agencies such as HHSC, DFPS, TEA, TCOOMMI, TWC, and related partners.
- Demonstrated success in statewide or multi-region program development, interagency coordination, and strategic planning.
Experience And Education Substitutions:
One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.
Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience.
Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
Experience requirements may be satisfied by the prorated part-time equivalent.
Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.

- Knowledge of systems of care, evidence-based practices, trauma-informed care, and youth development.
- Knowledge of public administration, strategic planning, and interagency systems integration.

- Ability to integrate multiple service systems across agencies.
- Skill in program management, data analysis, evaluation, and reporting.
- Ability to manage budgets and contracts.
- Excellent oral and written communication skills.
- Ability to establish and maintain effective working relationships with stakeholders at all levels.
- Ability to work extended hours, be on-call, and travel extensively.
