The Ohio Attorney General’s Office has played a vital role in shaping Ohio’s past and present and the work it does today helps chart the state’s future. The office consists of nearly 30 distinct sections that advocate for consumers and victims of crime, assist the criminal justice community, provide legal counsel for state offices and agencies, and enforce certain state laws. In these and other capacities, staff members interact with tens of thousands of Ohioans each year.

Job Description

The Ohio Peace Office Training Academy (OPOTA), which houses both Academy and Commission (OPOTC) staff, is seeking an E-Learning Design Specialist. OPOTA staff provides instruction in basic, advanced, and technical subjects for the law enforcement and public safety community using the latest research and recommended professional practices.

The E-Learning Design Specialist (designer) is responsible for designing and developing courseware for law enforcement and other public safety officers. The designer specializes and supports high profile initiatives through the development of engaging learning activities, content, and materials suited to the public safety profession.

The designer will work closely with both Peace Officer Basic and Advanced Training Curriculum and Design Specialists, Subject Matter Experts (SME) and professional associations to advance online learning, develop material and apply the training to needs of the public safety audience.

The designer will apply tested instructional design theories, practice, and methods to the design of small-scale and large-scale curricula for a variety of public safety professionals. They will use data (including assessment data and job performance data) to evaluate the effectiveness of training and maintain training curricula. This position will work a hybrid in-person/remote schedule. There may be changes to this schedule based on training and operational needs.

The designer will be the primary contact for and manage OPOTA's online learning platforms.  Duties for the E-Learning Design Specialist include, but are not limited to:

-  Interacts with the Advanced Training Curriculum Design Specialist, Instructors and Coordinators, along with Curriculum Legal team to approve course work

-  Analyzes learning needs by working with the Director of Curriculum Development, Curriculum Design Specialist, subject matter experts, stakeholders, and professionals from the field

-  Assists Advanced Training Curriculum Design Specialist, Instructors, Coordinators and subject matter experts developing, improving, and deploying instructional materials in an engaging online format

-  Designs and develops engaging OPOTA Online courses and training sessions in accordance with design principles and best practices (e.g., color, typography, image selection, visual communication, etc.)

-  Develops instructional materials including presentations, simulations, and job aids in collaboration with Multimedia specialists

-  Reviews existing curricula and assessments to ensure accuracy and alignment to objectives

-  Analyzes and interprets data to determine the effectiveness of training and development courses and learning pathways and utilize data to recommend changes

-  Updates curricula, learning paths, and instructional materials as needed

-  Based on the relevant data collated, designs a curriculum, identifies which methodologies would be used to deliver content, uses existing and emerging technology that will form part of the final course

-  In close collaboration with the respective Subject Matter Expert (SME), is responsible for applying the most relevant content to include in the course, producing learning objectives, and devising modes of assessment and interactions (tests, quizzes etc.) to ensure optimum efficacy of the eLearning course

-  In collaboration with the tech-team, design team and the Subject Matter Experts, helps to develop aesthetics (size, font, design, and experience), placement, frequency of use of tools, and content format

-  Conducts other duties as assigned by supervisory staff

The successful candidate will have the following skills and abilities:

-  Knowledge of adult learning theories, instructional design theories and methods, eLearning design principles

-  Excellent written, oral, presentation, and interpersonal skills

-  Advanced critical thinking, analysis, research and synthesis skills

-  Ability to work collaboratively and creatively in a deadline driven environment

- Ability to work both independently and as a member of a cohesive team

-  Excellent organizational and project management skills, including the ability to effectively handle multiple tasks while meeting deadlines and quality standards

-  Ability to partner with stakeholders, learning and training specialists, and subject matter experts

-  Proficiency in Adobe, specifically  Articulate: Storyline and Adobe Captivate, and Microsoft platforms such as Word and PowerPoint along with a learning management system (LMS) used by OPOTA

-  Open to and able to apply constructive feedback

Qualifications

- Bachelor's Degree in Instructional Design, Educational Technology, or comparable degree in a field that contains a certificate in instructional design, obtained from an accredited college or university

-  3 years of instructional design experience

-  Potential candidates must demonstrate required skills via portfolio review

- Ability to independently design new curriculum is preferred
