Supervise and train professional engineering and technical staff. Plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of engineering activities. Lead projects across functional areas of the department. Provide project management and leadership to include planning, supervising, organizing, monitoring and directing work activities of staff and resources. Coordinate activities with management, stakeholders, customers, and key individuals throughout VDOT. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. Supervise staff and oversee design and preparation of preliminary, right of way and final contract plans for a wide range of projects related to highways, structures, drainage and environmental issues. Monitor and direct work activities and resources necessary to complete assigned projects. Manage the District's Interstate and Primary design projects to ensure projects are completed on-time and on-budget. Work with District Urban Programs Office by providing project management services for VDOT and Locally Administered urban area projects. Maintain strong skills in new design technology and construction methodology and provide extraordinary customer service.

How you will contribute:
  • Communications: Respond to technical inquiries from employees, the public, local government agencies, stakeholders and other special interest groups. Establish and maintain timely communications and close working relations with project team members to ensure vital technical project information is disseminated.
  • Conduct Engineering Studies: Supervise and participate in engineering studies. Collect, analyze and process data and information. Develop written reports, recommendations, and solutions that are technically accurate and compliant. Prepare business correspondence and technical letters with recommendations for suggested corrective measures as a result of studies. Prepare or present formal presentations for VDOT staff, or other organizations.
  • Facilitate Section Improvement: Suggest and lead the implementation of improvement opportunities for the section. Develop implementation strategies that result in improved quality in the outcomes for customer satisfaction and efficiency.
  • Leadership and Program Support: Provide leadership and direction to assigned engineering team. Provide technical support and assistance to VDOT staff in other divisions or districts on projects as needed to meet goals. Prepare and review technical reports. Act as team and technical lead for projects and proposals. Provides technical leadership to engineers and technical staff. Provides recommendations on various technical aspects of assigned engineering program.
  • Management Reporting: Prepare frequent management reports documenting staff task assignments, project status and unresolved issues requiring management direction and decision.
  • Policies and Procedures: Assist in the development of policies, procedures and practices reflecting proactive management of the assigned engineering program area.
  • Process Improvements: Develop, recommend and implement process and policy improvements as needed. Assist in monitoring compliance to ensure conformance to the policy, procedures and state and federal laws and regulations.
  • Project Management and Documentation: Organize work and monitor work tasks such that projects and documentation are completed within schedule using VDOT's standards, policies and procedures
  • Project Management: Supervise consultant design and contract plan development for highway projects of varying complexity in compliance with project scope. Provide direction and coordination for project activities, integrating team member deliverables and budgets. Establish schedules and budgets for complex roadway plans. Develop, manage and monitor scope, schedule and estimate for assigned projects for on-time, on-budget delivery. Coordinate with other divisions to ensure project segments remain on schedule. Responsible for accomplishing tasks or ensuring others accomplish tasks for successful project delivery.
  • Project Team Participation: Participate or lead project teams as assigned. Ensure timely communications between project team members and stakeholders. Ensure information is technically accurate and effectively disseminated. Review and resolve challenges to enhance team performance.
  • Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
  • Team Leadership: Supervise team of engineers and technicians. Assign projects and tasks, monitor work progress and provide guidance. Promote training and development opportunities.

  • Minimum Qualifications:
  • Degree in Civil Engineering or related field.
  • Experience building networks and relationships with employees, field staff, contractors, manufacturers and FHWA representatives.
  • Experience in basic structural design.
  • Experience in supervisory and human resources practices and principles including, hiring, discipline, performance management, and employee development.
  • Skill in applying civil engineering principles related to roadway design and standard design technical knowledge.
  • Skill in applying principles of roadway safety impacting roadway standards and special designs.
  • Skill in managing the delivery of exemplary customer service by self and others.
  • Skill in managing transportation design projects to include scope, schedule and estimates.

  • Valid Professional Engineer's license.
