GENERAL DESCRIPTION

Performs complex (journey-level) managerial consultative and technical assistance to the TJJD superintendent of education, CFO, Director of Budget and Finance, and other administrative staff regarding the agency’s federally funded education programs and assets. Work involves evaluating federal legislation, staying informed and up-to-date on federal funding opportunities. Incumbent will prepare and submit reports of compliance, findings, and recommendations to the superintendent of education, CFO, and occasionally TEA and other agency stakeholders. Reporting requirements often include providing recommendations regarding opportunities to obtain funding to produce more effective programs or address areas of concern. This position is fifty percent (50%) funded by Title I part D funding.

Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per workweek and travel occasionally.

ESSENTIAL DUTIES

Evaluation, Reporting & Analysis:

·         Evaluate federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the agency’s education programs and inform the superintendent of education of findings;

·         Perform research and analysis to determine program implementation efficacy and compliance with funding requirements for federal grants and related projects as required;

·         Develop grant proposals for federal grants in consultation with and for final review by the superintendent of education, CFO, and Director of Budget and Finance;

·         Prepare and file Consolidated Federal Programs applications for federal programs;

·         Prepare information requests regarding federal program funding;

·         Work collaboratively with education staff, principals, finance and budget department, CFO, and superintendent of education as needed.

Strategy and Liaison:

·         Serves as liaison between the superintendent of education, the Texas Education Agency (TEA), and federal entities regarding the requirements for receiving federal funds available to TJJD schools;

·         Prepare for meetings with TEA, such as for Education Program Monitoring and TEA Random Validations;

·         Consults with TEA and federal entities to resolve problems and discuss effectiveness of federally funded programs;

·         Collaborates with departmental staff in meeting established objectives and goals; and shares information, identifies concerns and trends, and recommends improvements to resolve problems or enhance operations;

·         Travels for principal meetings to review campus budgets and assess campus needs.

Budget and Finance:

·         Collaborate with the superintendent of education, Director of Budget and Finance, and CFO regarding funding needs, decisions, and allocation

·         Ensure allocation of available funds and coordination between federal and state funding streams to support education strategies and in a manner that supports appropriate maintenance of effort for each funding stream;

·         Provide technical assistance in the daily implementation and monitoring of grant-funded programs and services to ensure compliance with requirements and standards;

·         Evaluate and approve requisitions and tracking federal program and special project expenditures; and

·         Train others or coordinates training regarding grant administration and compliance.

Performs all duties in compliance with agency safety policies and procedures:

Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.

Will be required to travel up to 25% of the time.

Qualifications

 

MINIMUM QUALIFICATIONS

Bachelor’s degree. Three (3) years of full-time wage-earning experience in the administration, development, coordination, and monitoring of grants, education programs, federal funding, or in contract administration, management, evaluation, or monitoring of contract providers.  A total of five (5) years of full-time wage earning experience that may be any combination of the above described required experience and the following: planning and research; program specialist or supervisor; providing consultative and technical assistance with planning, developing and implementing programs; policy development; project management; teacher or administrator; monitoring a special education program or TEA residential facility (RF); or coordinating, monitoring, and managing services for at-risk youth at a public or private institution or state agency.

PREFERRED QUALIFICATIONS 

·         Master’s degree with major coursework in public administration, business, education, or a related field. 

·         Extensive experience preparing spreadsheets and performing data analysis.

·         Experience collaborating with cross-divisional support in juvenile justice programs or alternative education programs.

Experience and Education Substitutions:

  • Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.

Note:  Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.

KNOWLEDGE, SKILLS, AND ABILITIES

·         Knowledge of juvenile justice systems and state and federal laws.

·         Knowledge of federal and correctional education grants and requirements; grant preparation, development and monitoring.

·         Knowledge of laws and regulations pertaining to grants and contract administration.

·         Knowledge of and skill in research, performance evaluation, budgeting, analysis, synthesis, report writing, generating tables, graphs, and other data presentation forms.

·         Skill in budget preparation and monitoring, evaluating fiscal data for reasonableness, necessity, and conformity with grant requirements.

·         Skill in decision making and logical information processing

·         Ability to write clear, succinct, structured and persuasive proposals; write appropriately for different audiences; and critically evaluate written communications.

·         Ability to prioritize and manage multiple tasks; plan, organize, and coordinate work assignments; and meet deadlines.

·         Ability to work collaboratively with all stakeholders and maintain a professional, courteous demeanor.

·         Ability to work in excess of 40 hours per workweek, and travel occasionally.
