GLO - Financial Analyst II - III  

The Texas General Land Office is seeking a Financial Analyst II - III within the Veterans Land Board of the agency.

The Financial Analyst II performs highly complex (senior-level) financial analysis and regulatory work. Work involves compiling, reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems. May supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

The Financial Analyst III performs advanced (senior-level) financial analysis and regulatory work. Work involves administering financial processes and systems; reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending and approving appropriate action to resolve financial and regulatory problems. May supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.

What Your Contributions to the GLO will be:

  • Maintains and balances financial statements, reports, schedules, and exhibits; processes general journal entries; and processes payments, cash, purchases, and related vouchers.
  • Analyzes and reviews financial data, information, and applicable business, financial, and/or regulatory plans.
  • Participates in new Veterans’ Land Board (“VLB”) bond issuance and derivative (i.e., interest rate swap) transactions, including: structuring, scheduling, cash flow analysis, document review, negotiation and execution of liquidity facilities, interaction with external bond counsel and financial advisors, and presentations to the VLB board, the Texas Bond Review Board, and national credit rating agencies.
  • Assists in ongoing VLB bond program activity, including: (1) preparation of monthly and semi-annual debt service payments on outstanding VLB bonds; (2) executing optional and mandatory redemptions on outstanding VLB bonds; (3) monitoring interest rate resets on outstanding VLB variable-rate bonds and evaluating the performance of the remarketing agents; (4) managing relationships with VLB’s liquidity providers, tender agents, and remarketing agents; (5) filing required disclosure documentation with Electronic Municipal Market Access (“EMMA”); (6) monitoring potential arbitrage/rebate liability on VLB bond issues; and (7) interaction with the Texas Bond Review Board.
  • Assists in ongoing VLB interest rate swap activity, including: (1) verification and payment/ (receipt of cash flows due under the terms of VLB interest rate swap agreements; (2) monitoring of the financial condition of existing VLB swap counterparties; and (3) preparation of required periodic reporting on the VLB swap program.
  • Assists in preparing reports on the performance of periodic cash flow analysis on VLB bond-financed loan programs using a customized version of DBC Housing software.
  • Provides input for ongoing financial operations of VLB loan programs, including: (1) weekly resetting of mortgage rates; and (2) monitoring of loan demand and other loan metrics.
  • Prepares reports and provides analysis of the financial operations of the Texas State Veterans Homes program (i.e., long-term skilled nursing care facilities) and the Texas Veterans Cemeteries program.
 

Qualifications

 

Minimum Qualifications:

  • Graduation from an accredited four-year college or university with a degree in finance or accounting.
  • Minimum of 3 years of experience in accounting or finance. 

Preferred Qualifications:

  • Experience in accounting or finance with at least 2 years of which were with a Texas state agency.
  • Experience with USAS, CAPPS, and other Texas state agency accounting systems.
  • Experience with municipal bond issuance for a Texas state agency.
  • Experience with housing or asset backed bonds.
  • Experience with bond accounting, debt service, swaps, and/or swap accounting.
  • Experience with updating, maintaining, and analyzing large data sets.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
