Job Summary:

Ensures the effectiveness and efficiency of shared service health information management (HIM) department operations. Supports strategic direction, leader development, maintenance/review/revision of policies and procedures, staffing, quality assessment/improvement, and ensures compliance with all regulatory bodies. Organizes functions by establishing clear accountabilities, delegation of duties and appropriate departmentalization without creating silos. Develops and maintains an effective, visible, and well-respected team by selecting, evaluating, coaching, and managing the performance of qualified professionals. Negotiates and recruits with other leaders the need for cross training and support in their areas, as necessary. Promotes team-building relationships in all areas of responsibility. Works in a collaborative manner with all revenue cycle leaders to ensure a successful and compliant revenue cycle process. Promotes a culture of two-way communications and creates opportunities for staff participation. Determines appropriate staffing levels and supports the recruiting and retention process. Provides input and direction to strategic plan and goals to meet imperatives Provides vision, leadership and operational oversight for area of responsibility within a specific area. Develops departmental policies, procedures, and protocols in alignment with Joint Commission, federal, and state guidelines. Prepares budgets and maintains and manages cost control. Collaborates with departments and medical staff to ensure strategic alignment and objective achievement. Seeks to understand disagreements, ensure all perspectives are heard and facilitate a plan for resolution.

Job Requirements:

Education and Work Experience:

  • Bachelor’s Degree in health information management, healthcare administration, business administration or equivalent combination of education/related experience: Required
  • Master's Degree: Preferred
  • Seven years' HIM operations experience, including Cerner system experience: Preferred
  • Epic system experience and EHR conversion experience: Preferred
  • Five years' leadership experience: Preferred

Licenses/Certifications:

  • Registered Health Information Technician (RHIT) or Registered Health Information Administrator (RHIA): Required

Essential Functions:

  • Oversees multiple medical records departments across several hospitals, requiring regular travel to ensure consistent support across all locations. Establishes and maintains strong collaborative relationships with onsite network leaders and key stakeholders to ensure alignment and support for HIM initiatives. Ensures effective succession planning to build a strong pipeline of future leaders. Guides and directs subordinate supervisors/managers on HIM team. Sets performance plans and engage in crucial conversations, where needed. Ensures compliance with all federal, state, local government, and private industry mandates. Ensures staff are aware and compliant with all applicable laws, regulations, guidelines, etc. Develops and implements policy and procedure recommendations to meet the needs of the health and hospital system and its patients. Participates in budget preparation for areas of responsibility.
  • Manages multiple complex multi-workstream performance improvement projects, while delegating and overseeing the work of junior team members. Provides impactful and professional written and verbal communication that sets clear project team direction, develop key deliverables, escalate risks, and influence key stakeholders inclusive of client and internal senior leadership. Identifies issues, risks, barriers, and opportunities for improvement related to set responsibility area. Analyzes, interprets, and summarizes pertinent revenue cycle data components, and monitor performance against key performance indicators (KPIs). Helps to set/advise on department benchmarks and aids in setting department/staff level action plans to achieve targeted performance. Develops professional and technical skill set in subordinate staff and develop ongoing training and education materials for staff and patient education. Supervises, trains, develops, and motivates subordinate staff.
  • Oversees HIM discharge not final coded (DNFC) impact areas to ensure positive revenue cycle management. Supports Adventist Health's vendors to confirm system access for remote staff and the running of DNFC reports, analyzing the output for areas of opportunity and holding parties accountable. Manages the release of information services throughout the corporation, including necessary court appearances. Interacts with selected vendors and evaluates performance and satisfaction of contractual obligations. Ensures the proper safeguards are in place to avoid breaches and unauthorized disclosures.
  • Serves as the subject matter expert for all impacted applications at their markets, assisting with vendor selection, implementation and support. Collaborates with IT to maintain, install and/or upgrade existing or new computer systems both within and external to the HIM department. Participates in and/or provides leadership for system initiatives and in system committees to further the achievement of Adventist Health goals.
  • Establishes, directs and reports the department's ongoing quality assurance findings and action plans for each HIM department function. Establishes management control procedures in order to optimize the efficient and effective handling of medical record and related documentation, including the acquisition of new equipment and the revision of the medical record documentation format. Reports quantitative departmental performance on key indicators as related to stated goals to finance executives and corporate HIM department. Informs finance executives of department activities, needs and problems. Provides consulting services in the areas of documentation practices to hospital administration and medical staff. Recommends tools and methods to administration to assure the HIM department performs at the highest level of productivity and compliance. Represents the hospital in legal proceedings as custodian of the medical records.
