Right of Way (ROW) GIS Analyst - (2502552) Position Information 

ROW Division is seeking a GIS analyst to provide geospatial and mapping support for our Survey Section! The ideal candidate will conduct stakeholder interviews, develop geospatial solutions to solve stakeholder problems, catalog ROW maps, troubleshoot geodatabase formatting, and perform quality control checks. A plus if you can use tools such as Python, FME, VertiGIS, or use Modelbuilder to automate processes.

Position Description

 

Performs geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation related activities or projects. Work requires contact with governmental agencies, such as District field staff and consultant firms. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the team lead.

Essential Duties:

Gis Analyst I:

  • Collects, prepares, digitizes and codes spatial data into GIS format.
  • Conducts mapping research to ensure accurate use of data and resolve conflicting information.
  • Converts CAD and other map formats into ArcGIS formats.
  • Creates and updates documentation including standard operating procedures, project plans.
  • Creates, maintains and updates GIS databases and cartographic products using the ESRI suite of ArcGIS software.
  • Develops and maintains links between attributes and other databases.
  • Digitizes parcels polygons from deed records using ArcGIS COGO and maintains parcel fabric or land information systems.
  • Follows documented workflows, standard operating procedures and best practices to consistently produce high-quality data with minimal errors or corrections.
  • Performs other duties as assigned.
  • GIS Analyst II:
  • All the above, and:
  • Utilizes ArcGIS Online to create and maintain feature services and web mapping applications.
  • Reviews geographic data from various sources, including other state agencies, aerial imagery, existing maps, and databases.
  • Develops custom tools and applications using Python, HTML/JavaScript/CSS, SQL and/or other programming languages.
  • Interprets source documents, such as engineering plans, plot maps and legal descriptions.
  • Plans and proposes projects to management; creates project plans.
  • Researches new software and/or techniques for improving performance or processes.
 

Minimum Qualifications:

Gis Analyst I:

Education: Bachelor's Degree in Geography, Geographic Information Systems or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: No experience required.

Gis Analyst Ii:

Education: Bachelor's Degree in Geography, Geographic Information Systems or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

  • Experience: 1 YEAR Using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS or GPS analysis
  • (Experience can be satisfied by fulltime or prorated parttime equivalent)

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications:

  • ArcPro experience
  • Open Roads Designer experience

Competencies:

Physical Requirements And Working Conditions:

  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
  • Grasping-applying pressure to an object with fingers and palm
  • Hearing-perceive sound at normal speaking levels;receive information by oral communication
  • Lifting-raising objects from lower to higher position/horizontally to a different position
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Talking-expressing or exchanging ideas by spoken words
