Job Description

The New York City Housing Authority seeks a professional with broad elevator experience and can demonstrate the ability to direct, supervise, and lead in the performance of elevator field operations. The selected candidate will report to the Vice President of the department and will assist with the 24-hour operation of over 3,000 elevators and a staff of approximately 500 employees. The Senior Director will oversee Directors, Deputy Directors, and their units, ensuring compliance with all NYCHA, safety and standard procedures. In addition, the candidate will also be required to monitor compliance with other departments such as EHS, the Internal Audit Department and agencies such HUD and the Department of Buildings.

The Elevator Services & Repair Department consists of the following units, their functions, and responsibilities. The Senior Director will be responsible for the oversight of all units:

- Field Operations – Broken down into four Sectors throughout the five boroughs. Each Sector consists of two Administrators, 4 Supervisor of Elevator Mechanics, and approximately 40 teams (Elevator Mechanic and Helpers). This unit performs corrective and preventive maintenance on NYCHA elevator devices to provide safe and reliable elevator service to NYCHA residents. Also consists of Emergency Service unit that operates afterhours (4:30PM-12AM & 12AM-8AM).

- Inspections – Licensed Elevator Inspectors within the department conduct New York City Department of Buildings (DOB) mandated Category 1 and Category 5 inspections in accordance with DOB code. The Unit also consists of a Documentation Team who are responsible for managing and maintaining documents and ensuring necessary data are inputted into the DOB portal.

- Contracts - Works with A&CM (Asset & Capital Management) and outside vendors regarding the modification and rehabilitation of aging elevators. This unit is responsible for the enforcement of contractual and regulatory compliance related to Elevator Rehabilitation & Maintenance Service Contracts.

- Special Operations/Maintenance & Repair - Special Teams (which are composed of Elevator Mechanics and Helpers with higher skill sets) that specialize in troubleshooting high-level elevator issues, and Repair Teams that perform all heavy and major repair work (such as replacing generators, hoist machines, motors, cables, etc.). These teams respond to outages and emergencies citywide.

- Dispatching – Monitors outages in the Maximo work ticket system and direct elevator staff to perform repairs.

- Analytical Unit – Designated team of Analysts that run and create reports needed for daily operations. Compare trends and utilize data to direct front line staff on problematic devices.

- Warehouse - The elevator warehouse maintains and supplies all hoist motors, hoist machines, generators, entrance doors, controllers and other equipment to elevator staff as required. Receiving, tracking, and distributing parts and materials to field staff to assist with elevator repairs.

- Training - Provides training to Administrators, Supervisor of Elevator Mechanics, Elevator Mechanics, and Helpers to enhance their abilities and ensure they are providing safe work practices and a safe work environment. Curriculum includes use of electrical troubleshooting equipment, how the various electrical components work, training on motors, generators and regeneration units, controller training, hatchway equipment training and basic repairs. This unit also has an Apprentice Program that is credited with the NYS Department of Labor, which will provide an Elevator Mechanic license upon completion of the Apprentice Program.

- Timekeeping & Office Staff – Manage timecards and administrative office duties.

The selected candidate will also be responsible for, but not be limited to the following:

- Maintain Regulatory Meetings with HUD and Federal Monitor.
- Ensure compliance of State and City laws for front line staff licensing (DOB and DOL).
- Monitor the department’s budget.
- Approve Requisitions in Oracle.
- Conduct field visits and ensuring staff is complying with safety and standard procedures.
- Utilize OBIEE Dashboard and Maximo reports.
- Monitor Preventive Maintenance Pilot Programs at selected developments.

Note: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Housing Superintendent to be considered.

Qualifications

1. A four year high school diploma or its educational equivalent, plus eight years of supervisory experience in the operation, repair and maintenance of large tenanted buildings; four years of which must have been in responsible charge of properties
having not less than seven maintenance and operations employees and at least 18 months of which must have been in an administrative capacity; or
2. Education and/or experience which is equivalent to "1" above. However, all candidates must have at least four years of experience in responsible charge of properties having not less than seven maintenance and operations employees, at least 18 months of which must have in an administrative capacity.
