The Learning and Development Manager is responsible for building leadership capacity and workforce development across MTS. This role develops structured succession planning processes, including opportunities for employees to self-identify for mentoring and career development. In addition, this position is responsible for researching, designing, developing, and presenting training programs and job performance aids for management staff that align with MTS business improvement goals. The Learning and Development Manager also assesses the need for training and staff development, reviews evaluations of training courses, and analyzes the effectiveness of training in terms of employee accomplishments and performance.

EXAMPLES OF DUTIES:
Essential Functions

  • Leads and facilitates a wide variety of leadership training for MTS staff, including newly promoted supervisors/managers and other administrative personnel.
  • Develops and maintains a structured framework for succession planning, including mentoring programs and employee self-identification for leadership development.
  • Utilizes expertise in Learning Management System (LMS) software to design, deliver, and administer training programs, track completion, and generate reports to ensure compliance and effectiveness.
  • Researches, develops, and presents training programs and job performance aids that support business improvement goals.
  • Identifies and implements process improvements to ensure that all training initiatives are current, effective, and aligned with MTS goals.
  • Designs and utilizes learning activities, audio-visual materials, instructor guides, and lesson plans.
  • Develops an effective needs assessment strategy for training and staff development.
  • Researches best-in-class training techniques and best practices and incorporates this knowledge into training programs.

Duties May Include, But Are Not Limited To, The Following:

  • Collaborates with field and management staff to identify training requirements, refine performance expectations, and ensure programs meet operational needs.
  • Provides timely feedback on training effectiveness, recommends enhancements, and develops plans to close performance gaps.
  • Coordinates with vendors, subject-matter experts, and internal partners to evaluate tools, select content providers, and integrate learning technologies.
  • Stays current on industry trends and best practices in leadership development to improve program quality and workforce alignment.
  • Performs other duties as assigned.

QUALIFICATIONS:
Knowledge, Skills and Abilities

Knowledge of or ability to learn MTS policies and regulations, ability to read, understand and apply MTS policies, regulations and union labor contracts; ability to use ADP Vantage HRIS software; ability to write letters, memoranda and reports using clear, concise and grammatically correct English; ability to speak clearly, distinctly and effectively in person-to-person, small group, and large group situations using tact and diplomacy; strong leadership and interpersonal skills, including the ability to influence, inspire, and guide others effectively; ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel; ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions; skill in verifying the accuracy and completeness of forms and reports; knowledge of Microsoft Word, Excel, PowerPoint and the ability to learn and use other software that MTS might have or acquire; ability to exercise discretion and good judgment when applying and interpreting policies and procedures of human resources administration; ability to effectively present information and respond to questions from groups, managers, customers and the general public; ability to represent MTS in a positive way while working with the public; ability to provide professional level support in human resource program areas; in-depth knowledge of the principles and applications of organizational development and adult learning; advanced knowledge of training techniques and learning styles; detailed knowledge of industry standards, as well as federal, state and local regulations; expertise in facilitating workshops and training sessions; ability to oversee programs from inception through completion; strategic and critical thinking skills to align development initiatives with organizational goals and make informed decisions to improve outcomes.

Physical Requirements
The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching for overhead files and occasional lifting (must be able to lift up to 15 pounds). May be required to operate a motor vehicle and must be able to perform tasks involving manual dexterity, such as use of a computer and 10-key. Work may at times require more than 8 hours per day or an irregular work week to perform the essential duties of the position. Duties will be performed primarily in an office type environment and may require travel to external locations and agencies.

Experience/Education/Certificates/License(s)
Possess a bachelor’s degree from an accredited college or university in a related field, such as Education, Behavioral Sciences, Instructional Design, Industrial/Organizational Psychology, or a similar discipline. A master’s degree is preferred but not required, and additional professional experience may be considered in lieu of an advanced degree. Requisite knowledge, skills and abilities may also be substituted for the degree requirement. Experience assessing functional effectiveness of work units and recommending solutions is preferred. Experience with Articulate 360 a plus. Must possess and maintain a valid California Driver License or be able to utilize alternative transportation when needed to perform job-related essential functions.

GENERAL: Must satisfactorily pass all applicable examinations including, but not limited to, a pre-employment physical and background check.

SALARY GRADE: Salary offers are based on factors such as the knowledge, skills, abilities, and relevant experience of the successful candidate, while taking into account internal equity, budget constraints, and other market factors. This position is in salary grade #12, which has a minimum of $100,987 and a maximum of $143,401. Salary grades are typically adjusted annually to ensure they remain market competitive.
