Position Description
Financial Analyst I:
Performs complex financial analysis and/or budgetary related work. Work involves compiling, reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending appropriate action to administer or resolve regulatory or financial/budgetary related activities or problems. Work requires contact with executives, governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Financial Analyst II:
Performs advanced and complex financial analysis and/or budgetary related work. Work requires contact with executives, governmental officials and private entities. Develops and maintains comprehensive sources of examination-related policies and procedures. Integrates conflicting programmatic and financial objectives into recommendations for agency management. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Duties:
Financial Analyst I:
- Analyzes financial data, information, and applicable business, financial, and/or regulatory plans.
- Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation.
- Monitors and coordinates cash management financial reviews, including accumulation of data, financial modeling, reporting, and monitoring of responses.
- Performs financial analysis scenarios, such as project payouts and revenue simulations using financial modeling software.
- Evaluates and monitors agency revenues, expenditures, and obligations.
- Processes information by auditing and verifying financial data.
- Reviews and tracks economic trends and expense/revenue fluctuations.
- Research fiscal impacts of state and federal legislative changes and/or initiatives.
- Provide ongoing review of forecast process and methodology and identifies potential enhancements and efficiencies.
- Performs related work as assigned.
Financial Analyst II:
All of the above and:
- Administers systems developed/maintained to oversee regulated entities and department programs.
- May serve as a lead worker for projects or programs.
- Represents the agency to financial and industry representatives and governmental officials. May be required to travel to perform this function.
Minimum Qualifications:
Financial Analyst I:
Education: Bachelor's Degree in Accounting, Finance, Economics, Business, Public Administration or related Mgmt. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 2 years financial analysis work. (Experience can be satisfied by full time or prorated part time equivalent).*
Financial Analyst II:
Education: Bachelor's Degree in Accounting, Finance, Economics, Business, Public Administration or related Mgmt. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 3 years financial analysis work. (Experience can be satisfied by full time or prorated part time equivalent).*

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Competencies:
Knowledge of:
- Financial analyses and examination procedures for regulated entities, of financial and industry terminology and practices, and of statistical analysis.
- Required technical skills using the following systems: Microsoft 365 (Teams, Planner, SharePoint), similar to PeopleSoft, OneStream, Tableau etc., advanced skill/proficient in MS Excel, and financial reporting and data modeling.
Ability to:
- Perform and interpret numerical analyses
- Follow and interpret statutes
- Analyze and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations
- Prepare reports and correspondence regarding findings
- Communicate effectively; and to provide guidance to others
- Follow verbal and written instructions
- Follow applicable safety standards, practices and procedures
- Protect sensitive and confidential information
- Work successfully from a remote location
Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
