Full Time

Responsible for developing and monitoring performance through the Balanced Scorecard (BSC), which includes establishing BSC structure and guidelines, managing Group-level scorecards for GMD, GMC Members, and OMRTs, as well as preparing monthly Group BSC performance reports. Accountable for designing and maintaining the Programme Value (PV) framework that supports the Group’s long-term strategy, and for overseeing the budgeting and management of capital (CapEx) and operational (OpEx) expenditures for GSI.

Key Responsibilities

1. BSC Performance & Management

  • Lead the KPI target-setting process, ensuring effective cascading of KPIs and engaging with senior management (GMD and GMD-1) throughout.
  • Monitor the implementation of strategies and action plans through BSC tracking and monthly reporting.
  • BSC scope includes Group Managing Director (GMD), GMC Members (approx. 20 positions), and Material Risk Takers (approx. 40 positions)

2. Group Programme Value Framework

  • Develop and implement the Programme Value (PV) Framework to measure the financial contribution (in PBT terms) of all Group long-term strategic programmes, with reconciliation to Group financials.
  • Support performance evaluation by using the PV Framework as the basis for scoring programme outcomes and individual/team contributions.
  • Collaborate closely with Programme Sponsors (GMD-1) and Programme Directors (senior management) to define Day-1 PV targets and ensure accurate periodic reporting.
  • Enhance and drive the business case and post-implementation review (PIR) process through the PV Framework.

3. GSI Finance Liaison

  • Act as the key liaison between GSI and Group Finance for all budget-related matters.
  • Prepare and consolidate GSI’s annual business plan, covering both operating and capital expenditures.
  • Perform regular budget analysis and provide financial reports to the Group Chief Strategy and Innovation Officer.

Key Requirements

  • Bachelor’s degree in Banking, Accounting, Finance, Economics, or Business Administration.
  • Professional qualifications (e.g., CB, ACCA, CPA, CA, CFA) are preferred.
  • Minimum 10 years of relevant working experience.
  • Strong knowledge of banking products, relevant banking regulations, and accounting standards.
  • Experience in risk management and balance sheet management is an added advantage.
  • Excellent verbal and written communication skills.
  • Strong analytical and problem-solving abilities.
  • Highly organized, detail-oriented, and able to work effectively under pressure with a strong sense of urgency.
