Primary Function of the Position

Hmong American Partnership is seeking a Programs & Evaluations Specialist who will provide critical support across the Community Impact (CI) department. This entry-level role focuses on enhancing program operations, improving evaluation methods, and ensuring data-driven decision-making. The specialist will work closely with the CI Director, program teams, the Systems Integration department, and evaluation consultants to ensure program effectiveness and continuous quality improvement.

Position Responsibilities

  • Assist with administrative tasks related to CI programs, including outreach coordination.
  • Develop, streamline, and maintain evaluation tools and methodologies for data collection, administration, analysis, and reporting.
  • Analyze program data and provide actionable recommendations for continuous quality improvement.
  • Train team members on data collection, evaluation tool administration, and data entry best practices.
  • Act as liaison between the CI department, Systems Integration department, and external evaluation consultants.
  • Ensure alignment between program workflows and evaluation processes.
  • Contribute to strategic planning efforts and assist with implementation of strategies.
  • Support data entry and compile data for internal agency reports and funder reporting requirements.
  • Collaborate with the CI Director to translate data into narratives that demonstrate program impact.
  • Assess and monitor overall program quality.
  • Partner with the CI Director to design and implement a case management quality audit process.
  • Train team members on the quality audit process and ensure adherence to evaluation protocols.
  • Other duties as assigned, and as needed, to further the goals of the program and in alignment with HAP’s mission.

Qualifications

Skills, Knowledge, and Abilities

  • Strong cultural competency and understanding of the experiences of Southeast Asian immigrant and refugees in America.
  • Fluency in Hmong and/or Karen strongly preferred.
  • Coordinate and facilitate program services in group and one-on-one settings, including recruitment.
  • Strong written and verbal communication skills.
  • Strong organization and administrative skills.
  • Ability to work independently with minimal supervision along with a growth mindset ready to work with diverse team members.
  • Willingness and capacity to work a flexible schedule and extended hours during periods of intense activities. A flexible schedule may include occasional weekends, late evenings, and possible travel within the outlying areas of the Twin Cities.

Education And Experience

  • Bachelor’s or AA degree in social sciences, education, public policy, or a related field (or equivalent experience).
  • Experience in research, evaluation, and data management required.
  • Strong preference for candidates with familiarity or experience in various evaluation approaches, especially community-centric methodologies.
  • Familiarity with Social & Emotional Learning Program Quality Assessment (SEL PQA) is a plus.
  • Strong analytical and critical thinking skills.
  • Excellent interpersonal and training skills.
  • Proficient in data collection and analysis tools (e.g., Excel, databases, data visualization platforms).
  • Strong written and verbal communication skills.
  • Ability to manage multiple tasks and collaborate across departments.
