This position is a member of our Air Permits Division.

Here’S What You’Ll Be Doing

  • Review highly advanced air dispersion modeling submitted in support of air permit applications (i.e., projects), ensuring high quality work and completing the required quantity of projects within established timeframes. Conduct a comprehensive technical review for projects to include evaluating and ensuring the accuracy of all modeling input/output data, model option selections, and modeling techniques, evaluating multi-layer geospatial data, applying appropriate federal and state requirements, reviewing modeled emission rate calculations, drafting modeling document, and completing technical review summaries.
  • Develop and participate in technical permit support enhancements and techniques to assist the division in operating more efficiently and effectively. Create resources for use by agency staff, applicants, consultants, and the public. Provide tools, training, and guidance as needed. Provide highly technical support for the section, division, and agency on the application of policies and procedures related to the air permitting process.
  • Provide quality customer service to applicants, agency staff, other state/federal agencies, elected officials, stakeholders, and the general public concerning the applicability of federal and state requirements for the permitting process and functions related to the New Source Review Permit process. Testify at hearings and meetings; prepare and deliver presentations as necessary; and briefs commissioners, executive management, legislators, and public and industry groups.
 

Qualifications

 

Required Education & Experience

A bachelor’s degree with a major in engineering, a basic or natural science, mathematics, or related field from an accredited college or university, plus six years of full-time experience performing modeling and/or assessment work or scientific work of a similar character, scope, and complexity in areas as listed in the examples of work performed.

Or

A doctorate degree in engineering, a basic or natural science, mathematics, or related field from an accredited college or university, plus four years of experience performing scientific and/or general engineering specialist work. 

Or

One year of full-time experience as a Modeling and Assessment Specialist V. 

Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2).  Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

Substitute Qualifications (applies to both options above)

Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience. 

Or

Two years of full-time experience performing scientific work of a different character and complexity, in areas other than specified above may be substituted for the required experience. Such as quantitative analysis work.

Or

A master's degree in engineering, a basic or natural science, mathematics, or related field from an accredited college or university, plus five years of full-time experience performing scientific and/or general engineering specialist work.

Current Tceq Employees

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Engineering Specialist VI state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Modeling and Assessment Specialist VI series.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.

Individual and work group schedule determined by the TCEQ Air Permits Division.
