General Description

The Monitoring & Inspections (M&I) Camera Monitoring Program Specialist leads reviews, monitoring, and evaluations including the performance assessment of various quality assurance and operational activities to determine compliance with TJJD policies, procedures, and standards, through the use of the body worn cameras and facility camera systems.  Serves as the team lead and team trainer for camera reviews.

Collaborates with other M&I specialists and management in the planning, development, and conducting of camera reviews.  Perform highly complex (senior-level) consultative services and technical assistance in reference to the division’s camera monitoring program to division staff, facility administrators and staff, and TJJD management.  May serve as a team member, on a rotational basis, for other reviews; and participates in special assignments and projects as assigned.

Works under limited supervision with considerable latitude for the use of initiative and independent judgment.  May be required to work in excess of 40 hours in a work week and be on-call.  Statewide travel required, including air travel to some locations and instances of travel with little notice.

Essential Duties

Collaborates with other M&I specialists and leadership to promote, monitor, and enforce policies, procedures, and standards facility program and services.

Coordinates and conducts reviews, surveys, inspections, and operational reviews through the use of established technology and systematic data; determines compliance with TJJD policies, procedures, and established reporting requirements.  May include conducting special, unannounced visits as directed.

Serves as the lead for body worn camera and facility overhead camera reviews; assumes appropriate duties and responsibilities when serving as lead and ensures all review documents are completed; provides team members with technical advice, support, and training regarding methods and procedures for compliance activities.

Collaborates with M&I team members and monitored program staff and management to develop and update goals and objectives

Develops and modifies monitoring tools and review processes to address and reflect revisions in policies and standards affecting camera usage and/or state programs. 

Prepares or oversees the preparation of detailed reports of findings; reviews and analyzes findings and reports the data to TJJD management and facility management; develops and/or reviews corrective action plans, if needed; and ensures follow-up corrective actions are completed in a timely manner.

Researches, studies, and analyzes the applications and variations of body worn camera and facility overhead camera monitoring program to resolve technical problems; may recommend appropriate changes and review or prepare justifications for implementing procedural and policy changes; and assists agency management in the development of plans to improve operations and to address areas of concern.

Provides training to department staff; and assists with providing guidance in the development and integration of new or revised methods and procedures.

Researches, studies, and analyzes national standards, best practices, and current trends in the area of juvenile correctional facilities and camera usage.

Participates in special assignments and projects as assigned.

Collaborates with departmental staff in meeting established objectives and goals; shares information, identifies concerns and trends; recommends and reviews recommendations for improvements to resolve problems or enhance operations; and collaborates in the development of monitoring and inspection policies, procedures, guidelines, and forms.

Develop and maintain complex Excel spreadsheets for data analysis.

Review reports for accuracy and consistency build basic charts such as line graphs or pie charts as needed.

Collaborate with team members to understand and address data requirements.

Collaborate with team members to develop standardized reporting templates to streamline data presentation.

Supervises and directs the work of assigned Camera Monitoring Program Compliance Analysts in the development of special reviews & assignments, monitoring, and evaluations including the performance assessment of various quality assurance and operational activities to determine compliance with TJJD policies, procedures, standards and Texas Model Skills through the use of the body worn cameras and facility camera systems; completes performance evaluations; and manages and monitors assignments and leave requests.

Performs a variety of related duties not listed, to be determined and assigned as needed.

Performs all duties in compliance with agency safety policies and procedures.

  • Reports safety hazards and corrects hazards when possible.
  • Completes required documentation in the event of an accident/injury within requested time frames.

Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.

Will be required to travel up to 25% of the time.

Qualifications

 

Minimum Qualifications

Bachelor’s degree with major course work in public administration, criminal justice (corrections), social sciences, or related field.  Five (5) years of full-time wage-earning experience with youth or adults in a residential setting, treatment or correctional program; experience in a probation or parole program; or experience in auditing, conducting inspections of program operations, compliance monitoring, program evaluation, or quality assurance.

Preferred Qualifications

·        One (1) year of experience in monitoring in the Texas juvenile justice system.

One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.

Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience.

Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.

Pro-rated part-time experience may satisfy the experience requirements.

Proficiency in Microsoft excel, including formulas, pivot tables, spreadsheets and data visualization tools.

Basic knowledge of SharePoint and various software applications

Excellent attention to detail and commitment to data accuracy.

Strong communication skills, with the ability to present complex data clearly to technical and non-technical staff.

Understanding of database concepts and querying.

Prior experience working within a state institution is preferred.

Note:  Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.
